Petition Statement

Every single day, whether you’re walking, driving, riding the bus, hopping on SEPTA, or just trying to cross the street, the PPA finds a way to turn it into a toll on your life. We pay — but the city sees no visible return… unless potholes are the new urban landscaping.

The Philadelphia Parking Authority is not governed by the City of Philadelphia. It is controlled at the state level. That means the residents most affected by its policies have no direct local oversight over how it operates, how it enforces, or how it distributes revenue collected from our neighborhoods.

Every single resident — homeowners, renters, workers, small business owners, visitors, temporary residents, tourists — experiences the PPA. Whether you own a car or not, you feel it. If you drive, you feel it. If you take the bus, you feel it. If you walk, you feel it. Navigating basic necessities in a major metropolitan city has become costly, aggressive, and increasingly automated.

At a time when Philadelphia is facing school closures, transit instability, infrastructure strain, and rising costs of living, it is reasonable to ask: where is the revenue going, and who decides?

That is why I am formally calling for:

• A full transfer of governing authority of the PPA to the City of Philadelphia

• A 10-year independent forensic audit of revenue, contracts, enforcement practices, and expenditure

• Full public transparency on how funds are collected, distributed, and reinvested

• A publicly noticed, open town hall meeting with the PPA Board of Directors and members of City Council to answer directly to the neighborhoods most impacted

This upcoming election matters. Governance at the state level directly influences the structure and oversight of the PPA. Every Philadelphian has the opportunity to influence the landscape of control, transparency, and accountability by voting.

In addition, I am seeking 10,000 registered Philadelphia voter signatures to sponsor and formally present a resolution to City Council calling for these actions.

This is not about eliminating enforcement. Cities require structure.

This is about democratic accountability.

If revenue is generated here, governance should be here.

If enforcement affects us daily, oversight should answer to us daily.

Conversation is power. Dialogue is power. Accountability is power.

Philadelphia deserves all three.
