The Issue

My name is Rob Orchard, and I am a resident of the Lake Shadows subdivision in Crosby, Texas, located in Harris County Precinct 3, Texas House District 128, Texas Senate District 4, and the 2nd U.S. Congressional District. I am submitting this petition on behalf of myself and my neighbors because our community has been repeatedly endangered and terrorized by an individual named Paul Hannaford, who resides at 3219 Deep Anchor Way, Crosby, TX, and because our judicial and law-enforcement systems have failed to protect us.

 


According to his own family members, Paul struggles with severe mental-health issues and substance abuse, including alcohol and methamphetamine. For years, he has verbally threatened residents, damaged property, and created an environment of fear for families living in Lake Shadows and along Foley Road. Women and children who live near him are afraid to be outside. Paul routinely shouts at neighbors, at children walking by, and at anyone who passes his property.

 


He frequently walks the roughly 3.5 miles from his home to a nearby gas station to obtain alcohol, and during these walks he often yells at passing cars and residents, throws rocks at vehicles and homes, and vandalizes mailboxes. Law enforcement has been called many times. On some occasions, officers take no action; on others, Paul is arrested but quickly released on a personal recognizance bond, only to resume the same dangerous behavior.

 


My most recent personal encounter occurred in August 2025, while my wife—then nine months pregnant—was in our driveway with our two-year-old son. Paul verbally threatened them while I was at work. When we called the police, no meaningful action was taken. Out of concern for our family’s safety, we went to the Harris County courthouse and filed for a temporary protective order. When our baby arrived just days before the court date, we requested a new date or an extension. The judge denied both and dismissed the case entirely.

 


Since then, police have continued to respond to calls at Paul’s residence, yet the threats and property damage persist with no long-term intervention or accountability.

 


As a nine-year military veteran, I served to protect our country—and yet I now fear for my family’s safety in our own neighborhood due to the repeated inaction and systemic failures of local authorities. Many residents share the fear that it is only a matter of time before someone is seriously injured or worse. On Thanksgiving night, we returned home to find law enforcement once again searching for Paul after another disturbance.

 


Enough is enough. We, the undersigned residents, are asking our county, state, and federal representatives—our last remaining avenue for protection—to intervene where our local judicial and law-enforcement systems have not. Our community deserves to feel safe. We need structural support, oversight, and action before a preventable tragedy occurs.
