**We, the undersigned INTELLECTUALS OF LEBANON THINK TANK GROUP, DEMAND the IMMEDIATE REPEAL** of the **CRIMINAL Deposit Recovery Law** approved Dec 26, 2025 by Nawaf Salam's IRRESPONSIBLE government.  

## THE CONSTITUTIONAL CRIME EXPOSED: ❌

## CONSTITUTIONAL & LEGAL TREASON - **GROSS VIOLATIONS**:  

❌ **Article 17 of Lebanese Constitution** - **Property rights sacred** → **EGREGIOUS VIOLATION**

❌ **Code of Money & Credit (Law 99/1993)**:  - **Article 112**: Deposit protection → **FLATLY DISREGARDED**  - **Article 116**: Bank asset segregation → **SHATTERED**

❌ **Code of Commerce (Law 244/1942)**:  - **Article 628**: Creditor priority → **SUBVERTED**  - **Article 675**: Contractual obligations → **ANNIHILATED**

❌ **Civil Code Article 238**: **Unilateral contract modification** → **ILLEGAL**  

**IN LEGAL JARGON**: This constitutes **"force majeure" abuse**, **"expropriation sans indemnité"**, and **"breach of fiduciary duty"** -

**CRIMINAL ACTS** under Lebanese law.

❌ **Small deposits (<$100K)**: Starved 25% yearly over 4 years

❌ **Large deposits**: STOLEN → converted to worthless long-term securities

❌ **Banks protected**: ZERO new liquidity injection

**4. **NEW LIQUIDITY INJECTION** - Fresh capital for banks

**5. SALAM GOVERNMENT RESIGNATION** - If Parliament approves this theft

**6. NO BANKER AMNESTY** - Full criminal accountability for 2019 crisis
