Petition Seeking Grandfathering Provision for Students Currently Studying Foreign Language
The Issue

Respected Sir/Madam,
* We, the undersigned parents, students, and concerned stakeholders of the CBSE community, respectfully submit this petition regarding the recently announced three-language policy for Classes IX and X, effective from July 2026, which requires students to study three languages, with at least two being Indian languages.
* While we appreciate the objective of promoting multilingualism and preserving India's linguistic diversity, we request CBSE to provide a grandfathering exemption for students who are already studying a foreign language such as French, German, Japanese, Spanish, or other approved foreign languages under the existing curriculum.
Our Concerns:
Midstream Academic Disruption: Students who have invested several years in learning a foreign language have done so based on the curriculum and subject choices available at the time of admission. Changing these requirements midway disrupts their academic planning and learning continuity.
Loss of Years of Effort: Many students have spent considerable time and resources developing proficiency in a foreign language. Requiring them to discontinue or dilute that learning would render years of effort ineffective.
Impact on Future Academic and Career Opportunities: Foreign language proficiency often supports higher education opportunities, international exchange programs, scholarships, and future career prospects. Students should not be disadvantaged after having already committed to these pathways.
Fairness and Natural Justice: Educational policy changes should ideally apply prospectively and not adversely affect students who made their subject selections under a different set of rules.
Transition Time for Schools and Students: Even the implementation of the new policy has raised concerns regarding preparedness, student impact, and logistical challenges, which are currently under consideration before the Hon'ble Supreme Court.
Our Request:
We respectfully request CBSE to:
* Allow all students currently studying an approved foreign language to continue with their chosen language until completion of Class X.
* Apply the revised three-language requirements only to students making fresh language selections from the 2026-27 academic session onward.
* Ensure that no student is compelled to alter an existing language pathway midway through secondary education.
Conclusion:
* We fully support the objective of multilingual education. However, we believe that implementing the new policy prospectively for future batches, while protecting the legitimate expectations of current students, would be both fair and educationally sound.
* We therefore urge CBSE and the Ministry of Education to introduce a transitional provision that safeguards students currently studying foreign languages.
