IMPORTANT: CSWR/Magnolia Water has just filed a new Docket with Louisiana Public Service Commission requesting that LPSC extend its original Formula Rate Plan (FRP) an additional THREE YEARS. This means that if approved, the company can continue to request and qualify for rate increases in 2026, 2027 and 2028, on top of the request already submitted for increases in 2025.
THIS MUST STOP!
If you object to the 2025 rate increase request and the consideration of extending such increases through 2028, please act now!

Second, please send your Notice of Protest to the Public Service Commission (see details below.) Please note it has been quite a task find information based on how to best submit, and that it has been indicated that the LPSC does not accept electronic submissions. We have done our best to ensure that the information below is accurate. You may also email or your Public Service Commissioner to express your protest and to ask re the proper procedure to file a formal protest. (We have received conflicting information.) The more constituents call, the more PSCs become aware that we will no longer remain silent, which we hope is reflected in their votes on these matters.
Letters should be mailed no later than Friday, May 30, to ensure timely receipt by the LPSC Records Division. A sample of this letter is included below, and you can modify it to include your specific experiences with Magnolia Water service. Please ensure that the copy including the NOTICE OF PROTEST and Docket info is included with your submission.

NOTICE OF PROTEST
re: Dockets U-37584 AND U-37570, in relation to original FRP Docket U-35822.
As a customer paying for Magnolia Water services, this letter serves as a formal Notice of Protest to CSWR/Magnolia Water’s request to extend the FRP (U-35822) an additional three years, and Notice of Protest to CSWR/Magnolia Water’s request to increase rates per Docket U-37570 due to the following issues:
· Frequent boil water advisories and/or service interruptions
· Unsafe/discolored water
· Insufficient notices regarding service disruptions
· Continued rate increases despite subpar service
· Lack of billing adjustments prorated to service outages
· Objections to CSWR/Magnolia Water’s continuing efforts to acquire additional water systems while neglecting its obligation to provide promised repairs to the systems it has already acquired, and for which customers have been paying for said repairs via billing increases. Magnolia Water customers believe that the acquisition of such increases CSWR/Magnolia Water’s liabilities, thus possibly compromising the integrity of the Annual Report financials to qualify for additional rate increases under the FRP.
Additionally, Magnolia Water customers continue to express concerns that the Louisiana Public Service Commissioners accept significant campaign contributions from CSWR and Magnolia Water and other utility companies that it is tasked with regulating, a potential conflict of interest that could compromise the integrity of LPSC decisionmaking. The LPSC is tasked with representing the Louisiana citizens and businesses, not utility companies.
This Notice of Protest requests that LPSC denies CSWR/Magnolia Water’s requests in both Dockets, as neither are in the best interest of Magnolia Water customers that the LPSC represents.
