The Issue

To the Members of the Toledo–Lucas County Plan Commissions and the
Toledo City Council:
We, the undersigned residents of Toledo's Old South End neighborhood and
concerned citizens of Lucas County, respectfully submit this petition in
opposition to the proposed 1.5-megawatt, 3,000-panel solar farm at 627 Lotus
Street. While we support the responsible development of renewable energy,
we believe this specific site is inappropriate for a project of this scale due to
its proximity to homes, its potential environmental impacts, and the
availability of better-suited alternative locations within the Old South End.
I. Proximity to Residential Homes
The proposed solar installation would be sited near established family
residences. Industrial-scale energy infrastructure of this magnitude is
incompatible with the character of a residential neighborhood. Residents
living near the proposed site have legitimate concerns about noise from
inverters, visual blight, glare, and the daily quality of life in their community.
II. Property Value Concerns
Homes located near large-scale solar installations have been shown in
multiple studies to experience diminished market values. Homeowners near the proposed site at 627 Lotus Street face the prospect of reduced property
values at a time when neighborhood revitalization efforts should be
supported, not undermined.
III. Wildlife Habitat and Environmental Impact
The 627 Lotus Street parcel sits within the Maumee River corridor, an
ecologically sensitive area that supports diverse wildlife, migratory bird
populations, and native plant communities. Construction and operation of a
3,000-panel solar array would disrupt habitat, increase stormwater runoff,
and compromise the ecological integrity of one of Toledo's most important
natural corridors.
IV. Protection of the Maumee River Corridor
The Maumee River is a defining natural asset of Toledo and the broader Great
Lakes region. Siting industrial energy infrastructure along its banks
threatens water quality, riparian buffers, and the long-term health of the river
ecosystem. Responsible stewardship of the Maumee demands that
development decisions prioritize conservation and environmental protection
in this corridor.
V. Old South End Masterplan Not Followed
The Old South End Masterplan, approved by Toledo City Council in 2017 and
unchanged since its adoption, designated the 627 Lotus Street parcel as
needed green space and included it on the official plan map as a River Park.
This designation reflects the community's deliberate vision for preserving
open space and enhancing public access along the Maumee River corridor.
The proposed 1.5-MW solar farm directly contradicts the Masterplan's
adopted land-use recommendations. Approving a project that overrides the
community's own Council-approved blueprint — without amending the plan — undermines public trust in the planning process and sets a troubling
precedent for future land-use decisions in the Old South End.
VI. Our Request
We respectfully urge our City Council to:
1. Vote NO on the current proposal for a 1.5-MW solar farm at 627 Lotus
Street due to the siting concerns outlined above.
2. Encourage the developer to identify a more appropriate location
within the Old South End — one that is not adjacent to homes, does
not threaten wildlife habitat, and does not compromise the Maumee
River corridor.
We believe renewable energy and neighborhood preservation can coexist
when projects are thoughtfully sited. We ask that our city council protect our
community, our environment, and our river by denying this application in its
current form.
