In a special meeting tonight, the Pike County Fiscal Court voted 3–1 to rescind the contract with USA Waste & Recycling. Judge/Executive Ray S. Jones cast the sole vote to keep the agreement, but the majority of the court aligned with the clear will of the people.

 

 

 I want to extend my deepest appreciation to everyone who played a role in this effort—those who researched, those who informed their neighbors, those who signed the petition, and those who stood firm in defense of our community.

Petition of Public Opposition to the Proposed Pike County Landfill

 

We, the undersigned residents, landowners, workers, and supporters of Pike County and Eastern Kentucky, hereby state our firm opposition to the proposed landfill development in Pike County, Kentucky.

 

This petition represents a unified community voice calling on local and state officials to reject any zoning, permitting, or regulatory approvals that would allow this landfill to move forward.

Why We Oppose the Landfill

 

1. Environmental Risk

Pike County’s steep terrain, fractured geology, and high rainfall make it one of the most unsuitable locations in Kentucky for a large‑scale landfill. The risks include:

- Leachate contamination of creeks, wells, and groundwater  

- Landslide and slope failure  

- Flood‑driven waste migration  

- Long‑term environmental liabilities that fall on taxpayers  

 

2. Property Value Decline

Landfills cause measurable reductions in:

- Residential property values  

- Commercial investment  

- Tourism and outdoor recreation  

 

This weakens the tax base and harms long‑term economic growth.

 

3. Economic and Infrastructure Burden

A landfill brings:

- Heavy truck traffic  

- Road degradation and increased maintenance costs  

- Public health burdens  

- Multi‑generational monitoring obligations  

 

These costs persist long after the operator leaves.

 

4. Incompatibility With Pike County’s Future

TFEK and community partners are working toward:

- Clean industry  

- Mixed‑use development  

- Outdoor recreation  

- Modern waste‑to‑industry systems  

 

A landfill undermines these efforts and signals that Pike County is a dumping ground rather than a destination for opportunity.

To Whom it may concern: Thank you for taking an interest in the management of solid waste within your local community and the permitting process for those facilities. New or expanding existing solid waste landfills must first obtain approval from their local county government before applying for a state issued permit from the Division of Waste Management (DWM). To date, an application for a new solid waste landfill to be located in Pike County has not been submitted to DWM. In addition to local county ordinances, the county’s Solid Waste Management Plan (SWMP) will specify whether a new landfill could be located there or whether an existing landfill could expand. However, the plan can also be amended to allow for new or expanding landfills. If the SWMP allows for the new or expanding landfill, the county fiscal court could then approve (or deny) the request through fiscal court meetings and/or a resolution, either of which would involve public participation. If the new or expanded landfill is approved locally, an application could then be submitted to DWM. A public notice is issued and printed in the local paper when an application has been submitted to us. As the review of the application progresses, there will be at least two more public notices with 30-day public comment periods and opportunities for residents to request a public hearing. In addition to local newspapers, these notices are posted to our website. https://eec.ky.gov/Environmental-Protection/Waste/Pages/public-notices.aspx There are several options to keep abreast of these activities. First, your solid waste coordinator can let you know if the county’s SWMP allows for new or expanded landfill disposal capacity. Secondly, we recommend following the county fiscal court proceedings and/or resolutions entertained. Third, watch your local newspaper for any public notices and/or visit our website (above). The DWM also maintains a Public Notice email list, however, it is not specific to a county and will include any and all public notices issued throughout the Commonwealth. If you would like to be included on that list, please let us know. Finally, you are more than welcome to submit an open records request for any permit applications or permits issued.
