The Issue
Petition in Support of Forming an Outside Property Management Review Committee for Heritage Village, Southbury CT
We, the undersigned residents of Heritage Village, respectfully request that the Heritage Village President, Terry Calnan form an ad hoc Outside Property Management Review Committee. The purpose of this committee would be to gather objective information and formally evaluate whether an experienced outside property management firm could improve operational efficiency, strengthen financial oversight, and enhance the long-term stability of Heritage Village - potentially at a lower overall cost.
With salaries and benefits currently totaling approximately $8.5 million annually, it is both reasonable and fiscally responsible to examine whether alternative management models could better serve the community.
This review could provide thoughtful alternatives to continuing the Chief Operating Officer (COO) model, which has not delivered the level of stability or results residents have expected over the past two COO tenures.
Our request aligns with President Terry Calnan’s stated campaign commitments and the January 2026 Heritage Village Bulletin message from the president, which referenced the formation of an Outside Management Committee alongside other ad hoc committees. While several ad hoc committees have since been established, the Outside Property Management Review Committee has been deferred pending the submission of 150 resident signatures. It is unclear as to whether this same requirement applied to the formation of the other ad hoc committees.
In light of the recent resignation of the COO, this is a timely and prudent opportunity to conduct a non-disruptive, fact-finding review. Such a committee would gather data, develop evaluation criteria, and prepare informed discussion points for potential outside management firms. Importantly, forming this committee would not predetermine any outcome, but would ensure that both trustees and residents have complete, objective information before future decisions are made.
