The Issue
This petition is about completing a process already required by official oversight — not reopening old wounds, but allowing proper closure for everyone involved

We, the undersigned, respectfully call for the reopening and completion of the investigation into the Hampstead case, in line with the formal findings and directions issued by the Independent Police Complaints Commission (IPCC) in 2015 and 2016.
This request is made not in accusation, but in the interest of resolution, accountability, and healing for all those affected.
The IPCC, as the statutory oversight body at the time, determined that:
- the original investigation was inadequate,
- the internal professional standards review was insufficient, and
- a further reinvestigation was required by an independent officer with no prior involvement.
- To date, there is no clear public confirmation that this final reinvestigation has been completed in accordance with those directions.
As a result, this matter remains unresolved.
We recognise that this is a deeply sensitive and complex situation that has affected many lives over a prolonged period. We also acknowledge that cases of this nature can create uncertainty and difficulty in determining how best to move forward.
However, it is precisely in such circumstances that a lawful, transparent, and complete process is essential.
This petition does not seek to assign blame or pursue matters in a punitive spirit. Rather, it seeks to ensure that the process required by law and oversight has been properly fulfilled, so that all individuals involved — including families, professionals, and the wider public — may have clarity and closure.
We believe that:
- unresolved processes can prolong harm and uncertainty,
- transparency supports public trust,
- accountability enables healing, and
- the completion of due process benefits all parties.
We therefore respectfully request that:
The status of the reinvestigation directed by the IPCC in 2016 is formally clarified.
Where necessary, an independent investigator with no prior involvement is appointed.
All outstanding lines of enquiry and complaint points are fully and transparently reviewed.
A clear and public account is provided outlining the steps taken to bring this matter to a lawful conclusion.
This collective request reflects a shared responsibility. By acting together, we reduce the burden on any one individual and instead support a process grounded in fairness, care, and integrity.
Our intention is simple:
To allow this matter to be addressed properly, so that all those affected can move forward with clarity, dignity, and the opportunity for healing.
