Petition for the Reform of Regulations Governing Military Funeral Honors in Uganda
The Issue
To: The Government of the Republic of Uganda, the Ministry of Internal Affairs, Ministry of Defence and Veteran Affairs, the Uganda People's Defence Forces High Command, and the Parliament of Uganda.
Subject: Proposal to Reform Military Funeral Regulations to Provide Equal Flag Draping Honors for All Service Members Who Die in Service.
We, the undersigned, respectfully petition the Government of Uganda to review and amend the existing regulations governing military funeral honors, particularly the eligibility for draping the national flag over the caskets of deceased service members.
Every man and woman who joins the Uganda Police Force and Uganda People's Defence Forces takes the same oath to defend the Republic of Uganda, fully aware that this commitment may require the ultimate sacrifice. Regardless of rank, appointment, or years of service, each individual accepts the same duty to serve the nation with loyalty and courage.
The national flag is the highest symbol of our country's unity, sovereignty, and gratitude. Draping it over the casket of a fallen service member is not a privilege reserved for a select few; it is a final expression of the nation's appreciation for a life dedicated to public service. Restricting this honor based solely on rank creates the perception that some sacrifices are more valuable than others.
We therefore respectfully propose that the relevant regulations be amended to provide that every member of the Uganda Police Force, and Uganda People's Defence Forces who dies while in honorable service be accorded the dignity of having the national flag draped over their casket during official funeral ceremonies, unless such honor is lawfully forfeited through dismissal, treason, or other serious misconduct.
This reform would strengthen national unity, improve morale among serving personnel, reassure military families that every sacrifice is equally valued, and reflect the principle that all who faithfully serve Uganda deserve equal respect in death.
We respectfully request that the Ministry of Defence and Veteran Affairs and the Ministry of Internal Affairs establish a committee to review the current regulations and submit the necessary amendments for approval and implementation.
