Honorable Ladies and Gentlemen,
 

We, the citizens of Georgia, address you with this petition because the Georgian people urgently need solidarity. Our aim is to draw the attention of the international community to the grave problems within the justice and policing systems, which undermine the rule of law and the fundamental principles of democracy.
 

Justification
According to paragraph 11 of the European Parliament Resolution of 13 February 2025 (2025/2522, RSP):
 

“The judicial system of Georgia has become an instrument aimed at suppressing dissent, instilling fear and restricting freedom of expression.”

Today, justice has almost entirely vanished from the Georgian courts. The judiciary has been transformed into a mechanism of punishment and coercion, rather than an independent branch of government entrusted with the administration of justice.

Judges are subjected to political pressure by a “judges’ clan,” which ensures that critical cases are resolved according to political orders.
Their actions are fully controlled by this clan, and they obey instructions unconditionally instead of delivering verdicts based on evidence and their own judicial conviction.

Many of the individuals implicated in these abuses have studied at, or collaborated with, respected European institutions, universities, and programs. Failing to address their misconduct not only perpetuates impunity in Georgia but risks allowing corrupt practices to extend into European contexts. Unchecked, this could pose a direct threat to European democratic standards, including the integrity of academic exchanges, policy networks, and governance partnerships. 

Our Demands

On this basis, we call on you to:
1. Draw public attention to the legal crisis in Georgia. 
2. Act jointly within the framework of the European Union and together with partners. 
3. Employ targeted financial and visa sanctions. 
4. Strengthen Georgian civil society, the media, and democratic initiatives. 
5. Issue clear public statements condemning selective justice and police violence. 
6. Examine the attached lists of corrupt judges and police officers who have acted as false witnesses and take this information into account in your deliberations.

The Need for Timely and Targeted Sanctions

So long as these actors remain free of consequences, the system of impunity will endure. Only sanctions applied promptly and with precision can effectively reach this foundation. Any further delay risks entrenching impunity and narrowing the possibility of meaningful change.

For this reason, timely and well-targeted sanctions are not simply desirable, but essential to prevent the consolidation of authoritarian practices in Georgia.
 

Conclusion

Targeted measures, such as visa bans and financial sanctions, are a clear signal to those who actively oppose the principles of the rule of law in Georgia and engage in propaganda against our strategic partners, democracy, and European values. They must not be permitted to enjoy the benefits of Europe.

 “Do not admit the servants of dictators into your country!”

These steps are necessary to stand firmly with Georgian civil society and consistently resist the abuse of power in Georgia.
