As we begin to see the images of the Halloween hathseason, one of the real-life scariest scenarios involves the job performance of Logansport's mayor.

In many communities, public officials are prosecuted for "ghost employment" -- public salaries doled out to people who never do a lick of work, or rarely show up for anything more than they have to be there to claim they actually work at all. The latter is not hyperbole when it comes to Chris Martin, who has missed dozens of public meetings and often is a no-show at his own office. Logansport, in some ways, is on cruise control much of the time.
