

In an effort to release information about what Mayor Chris Martin did -- or did not do -- with regard to an arrangement with the minor league basketball team he brought to the city, a formal complaint was filed with the Indiana Public Access Counselor Tuesday.
After weeks of waiting for the city to release emails from Chris Martin to the league which includes the Ironhorses, former Mayor Dave Kitchell filed the complaint this afternoon with the office in Indianapolis. On Oct. 6, Kitchell appeared before the Logansport City Council to ask Mayor Chris Martin and City Attorney Kelly Leeman to release the e-mails. Earlier this fall, Leeman said in a letter to Kitchell that the emails had been turned over to the city's insurance carrier and were not available.
Clearly, under the Indiana Public Records Act, any governmental agreement that happens through emails is a public record. Since a Kokomo attorney for the Super 8 Motel appeared before the council earlier this year with the contention that Mayor Martin owes him more than $45,000, no further action has been taken by the city.
"I think it's time we know exactly what Mayor Martin did or didn't do in his official capacity," Kitchell said.
Meanwhile, Martin faces two court dates on personal bills in collections that are not related to the minor league basketball team.
