
PETITION FOR RELIABLE ELECTRICAL SERVICE IN SEWICKLEY HILLS
The Issue
To Duquesne Light Company, the Pennsylvania Public Utility Commission, and Our Local Government Representatives:
For approximately 15 years, a Sewickley Hills resident has tracked power outages affecting our community. Based on those records, our neighborhood has experienced an outage approximately once every 24 days — an estimated 228 outages.
For residents, these outages are more than an inconvenience. Families have purchased expensive generators, lost groceries, paid for fuel and hotels, cancelled events, missed work, and incurred other costs simply because we cannot consistently depend on our electrical service.
Repeated outages also create serious safety concerns. Loss of electricity can affect heating and cooling, medical equipment, sump pumps, security systems, refrigeration, internet and communications, and residents' ability to safely remain in their homes.
We understand that severe weather, fallen trees, accidents, and unforeseen events can cause outages. We are not asking for a guarantee that the power will never go out.
We are asking whether an outage approximately once every 24 days for 15 years represents an acceptable level of reliability for one community — and, if not, what will be done to correct it.
What We Are Requesting
We respectfully request that Duquesne Light, the Pennsylvania Public Utility Commission, and appropriate local officials:
Conduct a formal reliability review of the electrical circuits and infrastructure serving Sewickley Hills.
Compare Duquesne Light's historical outage records with our community's documented 15-year outage history, including outage frequency, duration, causes, and affected equipment or circuits.
Identify recurring causes such as aging or failing infrastructure, vegetation, weather vulnerability, capacity issues, or repeated equipment failures.
Develop and provide a corrective-action plan identifying necessary improvements, anticipated timelines, and how future reliability will be measured.
Communicate the findings and plan to our community and provide ongoing updates regarding improvements.
Our Community Deserves an Answer
Approximately 228 documented outages over 15 years warrant a serious review.
Residents should not have to routinely purchase generators, replace spoiled groceries, relocate to hotels, cancel plans, or prepare their homes for the next outage.
We, the undersigned residents and property owners, respectfully request a formal investigation into the reliability of the electrical infrastructure serving Sewickley Hills and a documented plan to address any deficiencies identified.
