Petition for Quiet Zone on BNSF line through Oswego
Why this petition matters
Help establish a quiet zone along the BNSF - Mendota line through Oswego.
30+ freight trains a day passing through the 079574L crossing on Light Rd. off of Rte. 31 in Oswego must sound their horns at least 4 times. These come day and night, waking citizens and disturbing the community. Homes begin only 0.1 mile from the tracks and horns must sound between 96-110 decibels. That's the equivalent of a lawnmower 4' away.
Chronic partial sleep restriction has negative impacts on health and cognitive abilities. A study says that just a single night of restricted sleep (down to 4 hours) increased right edge-line crossings when driving. Probability of crashes/accidents go up after 5 nights.

Just five nights and people in this community live here 365 days a year.
This crossing in particular has many safety features listed by the FRA.. gates, flashing lights, and Constant Warning.
Unfortunately this crossing/road is in the jurisdiction of the village of Montgomery and because the Public Works Director, Mark Wolf, claims to know no Montgomery residents are affected, it's not their problem, siting expenses from a third-party consulting firm.
The FRA themselves are unsure why simply checking for a quiet zone would cost money as they've assured that the process to check the Risk Index is free as well as the submission process. The only costs come if the crossing needs upgrades, which the official calculator does not suggest it needs.
We wouldn't expect an instant fix if that's the case but the fact is the train traffic has increased over the years and getting worse means starting to counter-balance that affect on the community should be a goal built into planning for the people.
This petition is for both Montgomery and Kendall County to show that quality of life is a factor in handling community impacting infrastructure and does matter.
