The Issue
The Missouri Constitution should be amended to provide a full property tax exemption for honorably discharged veterans who are rated 100% permanently and totally disabled due to a service-connected disability;
Implement a tiered property tax exemption for veterans with disability ratings of 50% or higher, reducing taxable value based on the percentage of disability as determined by the U.S. Department of Veterans Affairs;
Ensure that this exemption applies to the primary homestead of the eligible veteran, without impacting local funding for schools and essential services.
Missouri is home to thousands of veterans who have sustained life-altering disabilities in service to our nation;
Whereas, 20 other states, including Texas, South Carolina, and Florida, provide full property tax exemptions to 100% disabled veterans, alleviating financial burdens and ensuring they can remain in their homes;
Whereas, the lack of a full property tax exemption in Missouri makes the state less competitive in retaining and attracting military retirees and disabled veterans;
Therefore, the citizens of Missouri petition for an amendment to Article X of the Missouri Constitution to read as follows:
Proposed Amendment to Article X:
Section 1 – Definitions
“Eligible Veteran” refers to any Missouri resident who has been honorably discharged and has received a 100% permanent and total disability rating from the U.S. Department of Veterans Affairs due to service-connected conditions.
“Homestead” refers to the primary residence owned and occupied by the eligible veteran.
Section 2 – Full Property Tax Exemption for 100% Disabled Veterans
A veteran with a 100% permanent and total disability rating shall be exempt from all property taxes levied on their primary residence.
This exemption shall be permanent and shall not require annual reapplication once granted.
Section 3 – Tiered Exemption for Disabled Veterans (50%-99%)
Veterans with a VA disability rating of 50% or higher shall receive a proportional reduction in taxable home value as follows:100% disabled → Full property tax exemption
90-99% disabled → 75% exemption on assessed home value
80-89% disabled → 50% exemption on assessed home value
70-79% disabled → 35% exemption on assessed home value
60-69% disabled → 25% exemption on assessed home value
50-59% disabled → 10% exemption on assessed home value
Section 4 – Funding Protections
This amendment shall not reduce state funding for education, emergency services, or other essential public services.
Any revenue shortfall resulting from this exemption shall be offset by allocations from the state general fund, ensuring local municipalities remain financially stable.
Path to Ballot: Citizen-Led Initiative Process
To place this amendment on the ballot, we must collect signatures from at least 8% of registered voters in at least six of Missouri’s eight congressional districts. Based on current voter numbers, this equates to approximately 170,000 valid signatures statewide.
