Petition for Natural Hair Licensing in Alberta

Petition for Natural Hair Licensing in Alberta
The Issue
Dear Premier, Esteemed Mayors, and Distinguished Members of the Alberta Apprenticeship Board,
We are reaching out to bring urgent attention to a vital issue that impacts countless individuals and families within our diverse communities here in Alberta. As a long-standing member of the hairstyling industry, I, Julietta Raoul, a Red Seal licensed hairstylist with over 30 years of experience, am dedicated to advocating for meaningful changes that can enhance service quality and community well-being across our province.
Despite Alberta's rich tapestry of cultures, we face a critical shortfall in specialized training and support for hairstylists in the care of afro-textured hair. The existing educational frameworks inadequately prepare stylists to meet the unique needs of clients with natural hair. This gap not only compromises the quality of hair care services but also inflicts emotional and mental health burdens on individuals who regularly struggle to find appropriately skilled professionals.
As the owner of Julzz Creations Inc., I have dedicated my career to providing exceptional hair care services, particularly to those with diverse hair types. Our salons offers hands-on training and has developed high-quality mannequins that reflect various afro-textured hair types creating more learning opportunities, recognized for excellence by industry leaders, including Gladys Afolayan, CEO of Kulture Cosmetology Institute, Alberta's premier black hair institute. However, despite these initiatives, the lack of a specialized license and robust governmental support impedes our progress in raising industry standards and addressing the growing demand for practitioners skilled in natural hair care.
We believe the implementation of a specialized license for hairstylists focusing on natural hair care will have profound benefits, including:
1. Enhanced Professionalism: Establishing a recognized certification will elevate the standards of service within the industry.
2. Job Creation: It will open pathways for new job opportunities, contributing to economic growth and stability in our communities.
3. Health & Safety: By formalizing education and licensing, we can protect clients from subpar services that pose health risks, encouraging the practice of safe, culturally relevant care.
4. Community Well-Being: With proper education, we can ensure every individual receives the high-quality hair care they deserve, fostering a healthier, more vibrant community.
States like New York and Georgia have successfully enacted similar measures, resulting in significant improvements in service access and quality. It is time for Alberta to follow their example.
We kindly ask for a meeting with you to discuss this pressing matter and explore potential pathways to implement change in our hairstyling industry. Together, we can create a framework that guarantees equitable access to high-quality hair care for all individuals, ensuring that Alberta genuinely reflects the rich diversity of its communities.
Thank you for your attention to this crucial issue. We look forward to the opportunity to collaborate on shaping a brighter future for our industry and our communities.
Warm regards,
Julietta Raoul

Together, let’s pave the way for a future where every individual in Alberta has access to quality, culturally sensitive hair care in professional businesses.
