The Issue
Inmates are currently confined for excessive periods of time, with only limited hours outside of their cells each week, causing mental and physical suffering. We urge immediate action to improve living conditions and uphold basic human rights. We,respectfully submit this petition to demand immediate action to improve the inhumane conditions at Green Bay Correctional Institution.
We, the undersigned, call for humane treatment of inmates at Green Bay Correctional Institution.
Inmates are currently confined for excessive periods of time, with only limited hours outside of their cells each week, causing mental and physical suffering. We urge immediate action to improve living conditions and uphold basic human rights. 1. Excessive Confinement
- Inmates are allowed out of their cells for only 4 hours per week.
- This extreme isolation causes serious mental health deterioration, including depression, anxiety, and trauma.
2. Unsanitary and Unsafe Living Conditions
- Inmates are often confined in cells contaminated with human waste (feces on walls, floors, or fixtures).
- Lack of cleaning supplies and sanitation poses serious health risks (infections, respiratory illness, gastrointestinal disease).
3. Our Demands
We demand that Green Bay Correctional Institution and the Wisconsin Department of Corrections:
- Increase minimum out-of-cell time to at least 2 hours per day in line with national correctional standards.
- Ensure basic sanitation in all cells, including immediate cleaning of feces and provision of adequate cleaning supplies.
- Provide proper mental health care and monitoring for inmates subjected to prolonged confinement. - Conduct regular inspections to ensure compliance with constitutional and human rights standards.
