Subject: Immediate Urgent Appeal for an International Treaty, Global Task Force, and Hardware-Level Controls to Stop AI-Driven Exploitation and Morphing Targeting Women and Innocent Citizens.
Dear World Leaders,
We are writing this petition to bring your urgent attention to a severe and growing digital crime that threatens the dignity, privacy, and safety of millions of innocent citizens, especially women, across the globe.
The unregulated rise of accessible artificial intelligence tools, "Nudify" websites, and open-source deepfake models has made it dangerously easy for bad actors to alter photos and create non-consensual explicit images and videos of everyday people. These malicious platforms operate across international borders, effortlessly bypassing local law enforcement, domain bans, and individual country regulations.
As citizens of the global community, we strongly urge you to join hands under a unified international framework and execute the following actions:
Establish a Dedicated Global Cyber Council: Form an international governing body—similar to the UN or WHO—specifically tasked with policing cross-border digital crimes, enforcing global AI safety standards, and tracking illegal offshore hosting networks.
Implement Hardware and Processor Level Safeguards: Mandate leading global technology companies and semiconductor manufacturers to embed hardcoded safety filters into processors and graphics hardware to prevent malicious, non-consensual image manipulation code from running offline.
Global Financial Blockades on Illegal Platforms: Coordinate with international banking systems, credit card providers, and cryptocurrency exchanges to immediately freeze and shut down payment gateways serving illegal deepfake websites and services.
Mandatory Platform-Level Detection & Watermarking: Enforce universal C2PA digital watermarking standards and oblige major social media and communication platforms to automatically scan, block, and instantly remove AI-generated morphed content before it reaches the public.
Universal Legal Accountability: Create unified international laws declaring non-consensual digital image morphing a severe, non-bailable criminal offence with seamless cross-border extraditions for offenders.
Technology should exist to empower humanity, not to violate the dignity of innocent women and everyday citizens. We request you to set aside geopolitical differences and act decisively to build a safe digital world for all.
