Petition for Enhanced Traffic Safety Measures on Phelps Luck Drive

The Issue

We, the undersigned residents and concerned citizens of Phelps Luck Drive, urgently petition for the implementation of more effective and immediate traffic calming measures on our road. The current approved plan is insufficient to address the pervasive speeding problem that endangers children, pedestrians, and all road users.

For years, speeding has been an ongoing and dangerous issue on our street. Vehicles routinely exceed the 25 mph limit, with many reaching estimated speeds of 50–55 mph. Reckless drivers often pass cars traveling at or below the speed limit by entering oncoming traffic, creating extreme risk. This reckless driving has caused damage to parked cars and trees, and, most alarmingly, nearly struck children and parents on two separate recent occasions.

Compounding this danger, there is a half-mile stretch of Phelps Luck  Drive between Thurso Ct and Graywing Ct without any crosswalks or stop signs. While speed humps have been approved at these two intersections, the additional crosswalks that are being added at other intersections will neither have speed humps nor flashing warning lights to alert drivers to pedestrians. Elementary and high school students who walk this stretch are especially at risk. We strongly urge the installation of additional speed humps, raised intersections, stop signs, speed cameras, and lit crosswalks along this portion of the road to ensure safe passage.

Of particular concern is the intersection at Phelps Luck Drive and Halflight Garth, where the recent near-misses occurred. The planned flex-post bump-outs will not calm traffic effectively, as they intrude only into the northbound bike lane, not the vehicle lane. This intersection is especially hazardous: it lies at the bottom of hills in both directions, encouraging high speeds, and it is adjacent to an in-home daycare. The proximity of young children to speeding traffic underscores the urgent need for meaningful intervention.

We also note that other portions of Phelps Luck Drive are receiving stronger safety measures, including raised intersections. While these improvements are welcome, it is unacceptable that the most dangerous stretch of the road, where multiple near-miss incidents have already occurred, is left with only minimal and ineffective solutions. Safety must be applied equitably across the entire corridor, not selectively.

We respectfully request the following measures be considered and implemented immediately:

  • Raised intersection or speed hump at Phelps Luck Drive and Halflight Garth and/or Billow Row — to physically slow traffic.
  • Stop signs — to enforce slower speeds and provide clearer guidance.
  • Increased police presence — physical officers provide stronger deterrence than occasional speed camera vans.
  • Improved street lighting — to reduce nighttime crashes and improve visibility for both pedestrians and drivers.

These measures are critical to preventing accidents and protecting residents, particularly children who walk and play in this area.

We urge the County Council and Transportation Department to reevaluate the current traffic-calming plan and prioritize community safety over minimalistic or unevenly applied solutions. Our neighborhood should not have to wait for a tragedy before action is taken. Please act immediately to safeguard the lives of our residents.
