We, the undersigned residents, property owners, and stakeholders of Orange Beach and surrounding coastal communities, respectfully request that the City consider the implementation of a controlled, regulated pilot program for professional dockside fuel delivery services at residential properties.

The Issue
As a dedicated dockside fuel delivery provider serving the residents of Orange Beach, we face a significant challenge due to the current city ordinance prohibiting dockside fueling at residential properties. This limitation not only impacts service providers, but also restricts convenience, efficiency, and accessibility for waterfront property owners.

Currently, residents must transport their vessels to designated fueling locations, often resulting in:

• Increased congestion at fuel docks
• Added logistical challenges
• Potential safety risks associated with vessel movement in high-traffic areas

Allowing regulated dockside fueling would provide a safer, more efficient alternative for residents while reducing strain on existing marina infrastructure.

Addressing Safety & Environmental Concerns
We recognize that safety is the City’s top priority.

While concerns around dockside fueling are understandable, many waterfront communities across the United States have successfully implemented strict, regulated dockside fueling programs with minimal incidents. These programs rely on:

• Licensed, insured, and DOT-compliant operators
• Adherence to U.S. Coast Guard, EPA SPCC, and NFPA safety standards
• Advanced spill prevention and containment systems
• Trained personnel and documented fueling procedures

With modern equipment, proper oversight, and clear operating standards, dockside fueling can be conducted in a safe, controlled, and environmentally responsible manner.

Proposed Solution
We are not requesting unrestricted access. Instead, we propose a collaborative, limited pilot program that includes:

• Oversight by the Orange Beach Fire & Rescue Department
• Coordination with City officials and Building & Safety
• Defined service parameters (locations, hours, procedures)
• Strict compliance with all federal, state, and local safety regulations
• Required use of zero-drip fueling protocols and spill containment measures

This approach allows the City to evaluate safety, performance, and community impact before making any long-term decisions.
