We, the undersigned parents and guardians, are writing to formally request that Bloomsbury Elementary School develop an attendance policy that aligns with the standards set forth by North Hunterdon High School. This policy should clearly define what constitutes excused and unexcused absences that count toward truancy, ensuring clarity and fairness in how student attendance is managed.
Reasons for the Proposed Policy
Student Illness: It is essential that absences due to a student's illness be recognized as excused when supported by a written letter from the parent upon the student's return to school. This practice acknowledges the health needs of our children while maintaining accountability.
Court Attendance: Students may be required to attend court for various reasons, including legal obligations related to family matters or juvenile justice. These absences should be classified as excused to reflect their necessity.
Individualized Education Programs (IEPs): For students with special needs, it is crucial that attendance policies consider accommodations outlined in IEPs, as well as provisions under the Individuals with Disabilities Act (IDEA) and relevant federal laws (29 U.S.C. §§ 794 and 705(20)). This ensures compliance with legal requirements and supports our students' educational rights.
Family Illness or Death: Absences due to significant family events such as illness or death should also be considered excused when accompanied by a written letter from a parent. Recognizing these circumstances respects the emotional and logistical challenges families face during difficult times.
Medical Appointments: Necessary medical or dental appointments that cannot be scheduled outside of school hours must be acknowledged as excused absences. This flexibility is vital for ensuring our children's health without penalizing them academically.
Principal Discretion: We propose that any absence not explicitly listed but deemed excusable by the Principal can be considered on a case-by-case basis, provided there is a written request from a parent explaining the reason for absence.
