Petition for an Article V Convention to Propose Amendments Limiting Presidential Authority

We, the undersigned citizens of the State of Montana, believe that the current scope of presidential power has led to an imbalance in our constitutional system of checks and balances. We recognize the need to restore proper limitations on executive authority to protect the rights and interests of the American people.

Therefore, we respectfully urge the Montana Legislature to adopt a resolution applying to the United States Congress to call a convention, as provided by Article V of the U.S. Constitution. The purpose of this convention would be to propose amendments that impose specific limitations on presidential authority, including but not limited to:

1. War Powers Limitation: Requiring explicit Congressional approval for military actions exceeding a specified duration or scope.

2. Executive Order Restriction: Defining and limiting the scope of executive orders to prevent legislation by executive decree.

3. Emergency Powers Clarification: Establishing clear parameters and time constraints on the President's ability to declare national emergencies.

4. Pardon Power Reform: Restricting the use of presidential pardons in cases involving the President's associates or in instances that may undermine justice.

5. Foreign Agreements Oversight: Mandating Senate approval for certain types of international agreements and treaties.
