Petition For Affordable Home Ownership

The Issue

Franklin County, Idaho has shown none to little to implement measures as the local governing body to address affordable housing, and to provide paths for affordable home ownership. There are a substantial number of would be homeowners petitioning for Affordable Housing measures to be taken both with Planning and Zoning and Franklin County Commissioners. Due the PRICE submission deadline, and closing date drawing near without movement nor commitment insight from the county to apply for these funds, Dianne Burnett has stepped forward and created a non-profit Idaho organization called Franklin County Solutions. Non profits never have any owners, they are organized to facilitate needs addressed in the articles of incorporation. 

The signers here to petition that non-profit named hereafter as Franklin County Solutions, the Non-profit to apply for Affordable Housing Grants, and Grant monies to be used to operate and or to plan and or to fund methods that produced lower interest rates to borrowers and or any methods that would promote more affordable housing and affordable home-ownership. The money being applied for comes from already created grants designed to award Affordable Housing Money.

Franklin County Commissioners and the Planning and Zoning staff and members could relieve some of the restrictions that could allow the quick creation for less expensive lots. The county currently restricts prefabricated homes to trailer parks when they are less than 20 feet wide. Tiny homes, and single-wide manufactured homes are-additionally restricted. Arbitrary point systems targeting a negative ten points for any agriculture land to be taken out of use for residential use has targeted an economic class adding an additional barrier to affordable home ownership. Farmers are currently penalized should they desire to split more than 1 lot. Yet CRP lands are not penalized when taken out of use. Discretionary hardships that discriminate classes and place preference over others should be classified as takings.

Recent back ground; Dianne Burnett a candidate running for the office of Franklin County Commissioner seat 3 Scheduled a meeting held on April 17th , 2024 asking the Planning and Zoning Staff to apply for the PRICE grant, (This grant is an open competitive grant meant for counties, and towns to create manufactured housing opportunities and to create manufactured housing communities at an affordable cost, passing along savings to new home owners) I, alerting the county representatives to the June 5th, 2024 deadline to submit applications for this competitive grant that has a minimum award of $5,000,000.00. No further movement occurred from the county.  

Due to the urgent Affordable Housing Need, the non-profit is organized as of May 16th, 2024, with directors. Much work is yet to be done to make this new charitable non-profit viable.

Due to the urgent need for affordable home ownership the signers affixed their signatures and petition this and any organization for Affordable Home Ownership. This petition is transferable back to the county, or any town within the county should they desire to apply for the grants being offered, along with all signatures collected by Dianne Burnett, the petition creator.

We attest that the need is urgent, and that without this award there is little hope for the average would be homeowner to acquire home-ownership, and there is nearly an impossible situation for less than the median income household earners to acquire home-ownership. 

Due to the U.S. Congress and the U.S. Senate not having acquired funding for USDA, insufficient funds are available that normally would have supplied economic relief for home ownership affordability.
