The Issue
We, the undersigned, are calling for the introduction of a Soundproofing Efficiency Rating for properties in the UK. This is a necessary step to protect homebuyers and renters from unknowingly moving into homes with poor noise insulation, which can severely impact their well-being, privacy, and quality of life.
The Problem
Currently, buyers and tenants can check a property’s energy efficiency through an Energy Performance Certificate (EPC), but there is no equivalent standard for noise insulation. As a result:
Many people unknowingly purchase or rent homes with paper-thin walls, leading to constant noise disturbances.
Even homes built after 2003, which are required to meet Part E of the Building Regulations, often have inadequate soundproofing because:Developers only meet minimum legal standards, which are insufficient for proper noise insulation.
Lightweight materials (drywall, timber frames) are frequently used instead of solid brick or concrete.
Post-construction soundproofing tests are only conducted on sample properties, not every new home.
Buyers and tenants have no reliable way of assessing a property’s soundproofing quality before moving in.
Our Demands
We urge the government to implement the following measures:
Introduce a Noise Performance Certificate (NPC) – Similar to the EPC, this rating system would provide buyers and tenants with clear information about a property’s soundproofing quality.
Stronger soundproofing standards – Require new buildings to use higher-quality materials and more effective noise insulation methods.
Mandatory post-construction testing – Ensure that all new-build homes undergo soundproofing tests, not just sample properties, to guarantee consistent quality.
