PETITION FOR A ONE-YEAR MORATORIUM ON DATA CENTERS IN VANCE COUNTY
The Issue
Protect Our Homes, Our Churches, and Our Community
We, the undersigned residents of Vance County, respectfully demand an immediate one-year moratorium on all new and pending applications for data centers, including the proposed site located on Hwy 158 Business with an additional entrance on Poplar Creek Road in Henderson.
This request is made out of concern for the direct proximity of this proposed development to established homes, churches, and long-standing community spaces, as well as the lack of transparency from the proposed developer, Natelli Holdings.
WHY THIS MATTERS TO OUR COMMUNITY
The proposed data center location sits within close proximity to residential properties and active places of worship, including:
Mt. Moriah AME Church (Hwy 158 Business)
Hermon Community Church (Hwy 158 Business)
These are not just buildings; they are anchors of our community, places where families gather, worship, and honor loved ones.
Placing industrial-scale infrastructure in such close proximity raises serious concerns about:
- Continuous industrial noise
- Increased traffic and disruption
- Environmental strain
- Long-term impact on property values and quality of life
CONCERN: LACK OF TRANSPARENCY
Residents deserve clear, complete, and timely information about any project that could significantly impact their community.
At this time, there are concerns regarding:
- Limited publicly available details about the full scope of the project
- Unclear long-term operational impacts
- Insufficient direct communication with nearby residents and stakeholders
- Transparency builds trust; and trust must come before development.
WHY A MORATORIUM IS NEEDED NOW
We are asking our county leaders to pause before proceeding.
A one-year moratorium will allow Vance County to establish clear policies that protect residents before decisions are made that cannot be undone.
This pause is necessary to address:
- Noise Regulation
- Establish enforceable limits on constant, low-frequency industrial noise
- Protect nearby homes and churches from ongoing disturbance
- Water Stewardship
- Ensure responsible use of local water resources
- Protect wells, aquifers, and long-term water availability
- Infrastructure Review
- Evaluate impacts on electricity demand, grid stability, and utility costs
Ensure residents are not negatively impacted by increased rates or strain on infrastructure
OUR POSITION
We are not against growth.
We are asking for responsible planning that respects:
- Existing neighborhoods
- Places of worship
- Rural character
- Community health and safety
We insist that no data centers be approved, especially in areas immediately adjacent to homes and churches, until a comprehensive county ordinance is in place and full transparency is provided to the public.
CONDITIONS FOR LIFTING THE MORATORIUM
Before any approvals move forward, we call on Vance County to adopt the following standards:
Noise & Sound Protections
Strict Decibel Limits:60 dBA (day)
55 dBA (night) (measured at property lines)
Low-Frequency Testing:Require C-weighted sound analysis to detect constant hums and vibrations
Restricted Generator Testing:Limited to weekdays between 10:00 AM – 4:00 PM
Water & Environmental Protections
Closed-Loop Cooling Systems: Required to prevent excessive withdrawal from local water sources
Water Balance Studies: Developers must prove water availability and local impact
Efficiency Standards water Usage Effectiveness (WUE) below 0.48 L/kWh
