

Petition against the Order for Mass Confinement of Stray Dogs in Delhi NCR
The Issue
As an animal lover, committed to the welfare of stray animals, it is with a heavy heart that I bring attention to the mass confinement of stray dogs occurring in Delhi NCR. This action not only affects the lives of countless voiceless creatures but also reflects poorly on our societal values and compassion.
These innocent beings deserve kindness, care, and the opportunity to live without fear, not to be rounded up and confined against their will. Confinement not only strips these dogs of their freedom but also subjects them to possible overcrowding, insufficient care, and psychological trauma. Their essential needs for space, social interaction, and stimulation are often neglected, leading to a drastic reduction in their quality of life.
The Animal Welfare Board of India and other pertinent authorities should instead focus on humane and effective measures that align with animal rights principles.
The issue is not only social but also unlawful under the ABC Rules, 2023:
Rule 7(6): Sterilized and vaccinated dogs must not be relocated from their territory except in rare circumstances (e.g., rabies-positive cases).
Rule 10(2): Feeding spots must be designated in consultation with Animal Welfare Organisations.
Rule 7(4): Unwarranted capture or relocation amounts to cruelty.
Rule 11: Dogs must be returned to their original location post-sterilization/vaccination.
I am signing this petition to advocate for the Reversal of mass confinement practices, return all relocated dogs to their original territories immediately and the implementation of more compassionate solutions.
