We, the undersigned, urge Dublin City Council to reconsider the proposed by-laws that would impose restrictions on soup runs and similar community-led initiatives that provide essential food and support to vulnerable individuals in our city.

As one of Dublin's active charitable organizations, Muslim Sisters of Eire and many of our sister soup runs have witnessed firsthand the growing need for compassionate, accessible, and community-driven solutions to address food insecurity. For many, soup runs are not merely a source of sustenance—they are a lifeline. These services provide dignity, hope, and human connection to those facing some of life’s most challenging circumstances.

The Problem with the Proposed By-Laws

The proposed regulations risk creating unnecessary barriers for organizations like ours that are dedicated to helping those in need. Restrictions on locations, operating hours, and permits could:

  • Limit access to food for people experiencing homelessness and food poverty.
    Discourage volunteers and community groups from offering their support.
  • Compromise the effectiveness of grassroots initiatives that complement governmental services.


Why This Matters
Dublin is facing a homelessness and poverty crisis. Instead of imposing regulations that hinder help, we believe the Council should focus on fostering collaboration with organizations like Muslim Sisters of Eire and others who are already doing the work on the ground.

Soup runs are not a problem—they are a solution. They fill critical gaps where state systems fall short, and they do so with efficiency, compassion, and a deep understanding of the community’s needs.

Our Call to Action
