
Hello Everyone – I would like to provide you an update on the following three items:
- Building G & H upgrades breakdown (MH Adult School)
- Background on Measure G
- Request for clarification of items sent to MHUSD & Superintendent pending their response.
- MHUSD Budget Advisory Committee upcoming meeting of May 1st and request to MHUSD to include community members.
1- Building G & H upgrades (Adult School)
Upon closer review of Citizens' Oversight Committee Meeting on 03/13/2024 - 12:00 PM agenda. Document OPSC Reimbursement , the three items below are specified for FACE @ Britton for a total of $295,926 as of Jan 2024.
- Aedis Architects - $20,433
- Contractor Roofing - $54,747
- Contractor Demo, Flooring, Cabinetry, Painting - $220,747
Additionally, Document Series C Bond Expenditure Report under Deferred Maintenance, items below are completed projects at Britton Building G & H (technically this is not at Britton - building G & H however are mentioned as Britton Shops but they are located here as part of MH community Adult School). Total approx. $513k
- HVAC replacement - Project fees $912
- HVAC replacement - Architect Services $28,900
- HVAC replacement - HVAC units $63,559
- HVAC replacement - Storage & Delivery HVAC units $2,987
- Roofing - General Contractor $370,415
- Roofing - Abatement Monitoring/Management $6,260
- Roofing - Architect Services $40,000
This is over $800k spend from Measure G funds, which are allocated for the specific categories listed below, on FACE (essentially adult education).
- Improve student access to modern technology
- Provide quality education for students
- Replace leaky roofs for classrooms
- Replace HVAC for classrooms
- Replace old plumbing for classroom or school facilities
- Update old classroom and bathrooms
- Max energy efficiency for schools or facilities
- Improved Handicapped Access for schools or facilities
- Modernize classrooms
2- Measure G Background
Measure G is a significant bond measure that was passed by the voters residing within the Morgan Hill Unified School District on November 6, 2012. Here are some key details about Measure G:
- Bond Amount: The total bond authorization is $198.25 million.
- Approval Rate: It required a 55% supermajority for approval and was passed with 64.89% of the vote.
- Tax Rate: The Measure G tax rate pledge is $59.00 per $100,000 of assessed valuation.
- Funding Allocation: The funds are allocated for improving classroom technology, modernizing buildings and infrastructure, enhancing energy efficiency, ADA access, and increasing classroom capacity.
- Citizens’ Oversight Committee: A committee was established to inform the public about the expenditure of Measure G bond proceeds and to ensure that the funds are used only for the purposes described in the measure.
- Current Status: As of the latest updates, there have been two series of bonds issued, Series A and Series B, with a remaining unissued authorization of $63.25 million for future projects.
3- Request for clarification:
This evening, I contacted MHUSD and the Superintendent seeking clarification on several items. I encourage you to also send them your questions. Please feel free to use the content of this update as needed.
- Deferred/Maintenance projects mentioned above on page three of the Series C Bond Expenditure report are deemed to "Provide Quality of Education." Are building G & H used for classrooms? Do students directly and daily receive instructions in these spaces? How does this expenditure support "Quality of Education"?
- In the meeting on April 16th, it was noted that roofing work had been completed only for Buildings G and H. The contract list includes HVAC work pending board approval, which has been granted (3 ayes, 2 nays). Below is a detailed breakdown of the HVAC work mentioned. I would like clarification regarding the overlapping costs of HVAC work versus the HVAC work that was completed as of March 13th.
- HVAC building H - $40,788
- HVAC building G - $46,788
- I seek to comprehend the reasoning behind the duplicated roofing expenses listed in the Series C Bond Report dated January 31st (approx. $370K) compared to the OPSC Reimbursement Report of March 13th (approx. $54K). Could you please explain why there are two separate charges for roofing?
- The minutes from the Citizen Oversight Committee meeting on December 13, 2023, which was attended by only one community member (Kathy Napoli), indicated that furniture purchases were scheduled following the completion of updates at Britton by the first week of school. Could you provide details on the total cost of the furniture referred to? Additionally, were the funds for this furniture procurement sourced from Measure G? If so, could you specify under which of the following categories of Measure G the acquisition of furniture falls?
- Improve student access to modern technology
- Provide quality education for students
- Replace leaky roofs for classrooms

- Replace old plumbing for classroom or school facilities
- Update old classroom and bathrooms

- The meeting agenda from March 13th also included an update on Measure G, presented in slide format. Slide 14 highlighted the ongoing projects, which encompass the renovations of Britton Buildings G and H, designated as ‘Morgan Hill Community Adult Education’ in the accompanying image. I am seeking a more comprehensive explanation for the decision to prioritize the work on Buildings G and H over the listed ‘future’ projects, some of which could arguably have a more immediate impact on the daily safety of students.

- I seek clarification on where the additional bathroom needs for PVEA TK/Kinder have been documented or given priority.
- Lastly, I would like to inquire about the date of the next Measure G Citizen Oversight Committee meeting. I request that this meeting be publicized through Parent Square at least one week before the scheduled date to promote attendance from the community and parents.
4- MHUSD Budget Advisory Committee
During the meeting on April 16th, the formation and reactivation of a budget advisory committee were discussed towards the end. Their next meeting is scheduled for May 1st. The ask was for Ms. Timboe to present the committee’s composition to the board. Additionally, I have contacted the board and Dr. Garcia to request a more detailed understanding of the committee’s makeup and to advocate for the inclusion of community members in the committee prior to the May 1st meeting. I encourage you to email the board and Dr Garcia with the same request if you are interested in being part of this budget advisory committee.
