HG - Persimmon to act on covenants being broken (front garden fence)

The Issue

Hi Neighbours!
I live in Fenton close, and I decided to share our “fighting journey” and ask your opinion and feelings about one of our neighbours who have decided to build a fence in their front garden.
This fence is directly next to our property and impacts the view of our house and the street which can even decrease the value of our houses.
I have had numerous conversations with Persimmon, O&H and Peterborough City Council to explain that putting up a fence without permission is breaking the covenants as stated on the Land Registry documents.
And neither persimmon, O&H, council gave them permission.
The latest situation is that my contact at Persimmon has said that as he has only heard one person complain (me), it seems like he doesn’t want to do anything about it. Even when is clear that is persimmon responsibility to solve it.
We have been trying to fight this since July 2020 when they first tried to take land all the way to the big fence at the end of the streets and not allowing people to cross public land.
O&H finally manage to make them reduce size to their property. (Which they are still more than a meter out of their boundary)
So far Persimmon, O&H and the council have me going in circles, nobody taking control and seemingly nobody caring that rules have been broken by this eye sore.
They don’t even finish painting the fence, after coming into our property without permission stepping on top of my plants and dropping paint all over there.
We have heard that many people in Hampton Gardens don’t approve to this fence and think it is an eye sore, this is why I am asking for your support.
Not just because it looks horrendous, but because they are totally breaking the rules and persimmon is doing nothing.
Today we are the ones having issues, tomorrow can be any of you.
And if persimmon is not taking action over a legal documents we all signed, what else they won’t do to solve problems in the future?
It is our belief that with multiple complaints something may finally be done.
