English is not a measure of intelligence. Being fluent or good in english does not mean that you are intelligent because having an intellectual mind is not just being educated and being good enough to use the international language. Learn to respect first before you treat yourself as an intelligent person.
According to brainmatrix.com intelligence is defined as general cognitive problem-solving skills. A mental ability involved in reasoning, perceiving relationships and analogies, calculating, learning quickly etc. and english is a language and a medium of communication. So definitely it is not just the measurement for intelligence. According also to Girish Sharma, the language in which you speak doesn't define how intellectual you are, but it's a common tendency of human that whosoever does something offstream work is considered to be a better one to others.
We are all intellectual based on how we define our intelligence or based on how we know how much we are unique than others but being good in english is not the true sign of intelligence. I am hoping that one day people will realize and accept that english is not really a measure of intelligence. As Albert Einstein said, "The true sign of intelligence is not knowledge but imagination".
