Unlicensed barbers are everywhere on Guam, they work in barbershops and salons including people’s back yards. Since there hasn’t been a barber school on Guam, people are left with desperate situation. 

Therefore by law nobody without a barber license is allowed to practice barbering. With that said the board of barbering and cosmetology face a difficult task of regulating the increase illegal barbering practices. 

In conclusion if we grandfather the existing practicing barbers on Guam just like 20 years ago. That will assist the Guam board of cosmetology and barbering and will allow more jobs more business and most of all help the barbers of Guam
