We, the citizens of Pimpri Chinchwad, request all the political parties' City Chiefs to go through our demands and implement in their agenda/vision on priority for city development.
Integrating these points into your To-Do's will help in making Pimpri Chinchwad, a smart & best city to live-work in.

Please go through the Citizen Manifesto prepared by collating all the inputs given by the citizens & reviewed by expert from various fields.

A. Citizen's Awareness and Rights

1. Pimpri Chinchwad First
Our city with 22+ lakh population always being neglected due to identity crisis. Due to shadow of Pune we are not getting separate city identity. Elected representative, PCMC officer, citizen, media should come together to restore our image nationally as well as globally.

a. Spread awareness to put city name as ‘Pimpri Chinchwad’ instead of ‘Pune’ while writing address. Eg. Ideally address should be like this <house number/society name> <streetname> <locality> <city name> <pin code>
b. Official circular to online service companies to correctly mention city name as ‘Pimpri Chinchwad’. Currently many portals shows name Pune in few cases they show PCMC or Pimpri
c. Follow up with center to merge Pimpri, Chinchwad, Bhosari Vidhansabha and outskirt villages under single Loksabha. Form a new Loksabha and name it ‘Pimpri Chinchwad’.

2. Citizen Participatory Budgeting:

a. City level budget (More than 10 lakh): Use of Crowdsourcing and citizen voting for all big budget projects.
b. Prabhag level budget (Less than 10 Lakh): This should get done through participatory budgeting initiative. Need more seriousness from corporators & administration. Suggestions approved for budget 2014-15 & 2015-16 should be taken on priority.
c. 100% compliance with GR, please refer [ANNEXURE A1]
d. Ward/Mohalla sabha: Sabha should be conducted in presence of local representatives & officers as per municipality act

3. Safety, Law & Order, Justice:

a. Follow up with State govt for speedy completion of separate police commissionerate
b. CCTV surveillance should be arranged for in PCMC Head Office for faster tracking complaints
c. Police personnel (including traffic police) should be equipped with modern tools and systems.
Eg. CCTV based challan system, Social Media, Online FIR system
d. Speedy setting up of state approved Urban Police Station, which will help corporation to take action against encroachments and unauthorised constructions.
e. Follow up to start separate bench for judicial cases, PIL
f. Follow up to start separate division/bench for Consumer Court

4. Health​:

a. All vacancies of doctors and paramedical staff to be filled with immediate effect with remuneration at par with standard market conditions for specialists.
b. Promote Generic Medicines across city. Offer Tax sops.

5. Transparency in standing committee procedure:

a. Video recording of the meeting, Minutes of Meeting (MoM) to be made available on corporation website.
b. Proactive measures for disclosure of Prabhag level development work. Citizen should get access to work list proposed by standing committee and can vote

6. Awareness channels:

Below ICT (Information & Communication Technology) based awareness channels are essential. The PRO dept can accomplish the task with a seperate responsible team.

a. Email: PCMC has good database of email ids. It has remained unutilised in the past. It will help PCMC to spread important notification directly to the citizens.
b. SMS: Due to SARATHI, Property tax and other services PCMC has database of mobile numbers too. We are already using C-DAC service for sms broadcasting, this option is cost effective.
c. Social Media: Grievance through Hashtag similar to Twitter Seva. Every update should first shared on facebook/twitter before uploading to website
d. SARATHI: We can play important alert clip as waiting tone. For eg. For Swachh Survekshan 2017 awareness we can play voice clip of of Mr. Amitabh Bachhan's appeal when citizen dials SARATHI number 8888006666
e. Multiplex: PCMC has already given FSI concession to all multiplexes and against that we can ask them to show advt for utility purposes. This option was effectively used for SARATHI promotion way back in 2013 but was discontinued afterwards.
f. FM Radio: Our neighbouring city PMC is already using this option. This is hardly tried by PCMC, it seems.

7. Citizen Consultation:

a. Special Study Group, Skillwise Expert Panel, IT Chapter to be formed which will work on city level planning, design, execution. The Commissioner should directly head these groups as it is a mandatory norm under Smart City Mission.
b. Formation of Think Tank based on Dr Shrikar Pardeshi’s SARATHI IT team

8. Citizen Charter:

a. Update FAQ database of Citizen Charter
b. Display boards to be put at every office, CFC so people can easily read
c. Awareness through ICT based channels mentioned above

9. Native Citizen issues:

a. Committee to look into speedy resolution of long pending issues like 12.5% return, Red zone affected houses
b. Regularization of houses as per high court order
c. Development Plan of merged villages should be discussed with local villagers

10. Industrial Culture:

a. PCMC is known for industrial establishment but recently many businesses have moved out of city. PCMC should form a separate cell with MIDC to enable functioning of business viz.infrastructure, affordable housing, safety related issues
b. Incubation center to encourage start up businesses in city
c. Skill India: PCMC should prepare city level Skill India vision plan. All ITI should get modern facilities, expert faculty

11. Slum / Underprivileged

a. Direct money transfer to beneficiary account for different purposes - eg. sewing machine, certificate courses
b. Slum rehabilitation plan vs reality. Factual information (status), projection, statistics should made available for public scrutiny. Provision to make Third party audit mandatory.

12. Education / RTE

a. Every govt aided/non aided school should form Parent Teacher Association (PTA) as mandated by govt to look into curriculum, fee structure, school vehicle safety, traffic warden to control traffic movement around school
b. 100% compliance with RTE norms, people should get chance to register complaint directly to city commissioner or TPA
c. Appointment of skilled teachers in municipal schools with remuneration at par with market standards. Recently Jnana Prabodhini adopted 10 municipal school for knowledge transfer, similarly other private school can adopt remaining municipal school. PCMC must encourage CSR for all such activities which will enable municipal schools to raise their education standard
d. Prabhag level Studyplaces and library to promote learning culture

B. Environment & Energy

1. Waste Management:
a. Current process v/s future plans. Top priority to segregation at source and awareness.
b. Incentive to citizens who are doing segregation, composting at home/society
c. Regular 3rd party audit from govt approved agency
d. Prabhag wise e-waste collection centers
e. 100% scientific land filling for non biodegradable waste

2. Waste Technology Park:

a. Cluster of water treatment companies similar to IT or BT park
b. Allotment of land and facilities to companies who specifically work on waste management which will help to get rid of city’s garbage problem. Eg. Plastic granules, composting, electricity generation, plastic material for street

3. River Beautification & Rejuvenation:

a. Urgent need to provide electricity backup for all STP with SKADA system it will help to monitor generated sewage against treated / reused / discharge
b. Provision of drainage system for Sewage water since nalas are meant for carrying stormwater during rainy season only
c. Allocation of funds (rejuvenation) in PCMC budget for all 3 rivers (Pavana, Indrayani, Mula). Proposal to seek funds from world bank for river cleaning project, similar to JICA a Japanese firm provided soft loan to PMC for Mula Mutha river cleaning
d. Pavana Riverfront development for promotion of ecotourism

4. Green PCMC:

a. 100% compliance with native plantation at roadside, garden, empty plots. 100% utilization of funds received under Smart City/AMRUT by allocation to gardens, plantations
b. Make available compost, native plants at concessional rates at all nurseries to citizens
c. Strict policy for prevention of tree cutting. Local citizen or expert consultation is must.
d. Environment Vision for next 30 years. The plans should be finalised in consultation with citizens and through crowdsourcing.
e. Action plan to increase and maintain city’s green cover to minimum 33%.

5. Swachh Bharat Mission (SBM):

a. 100% compliance with Swachh Bharat Mission guidelines
b. Swachh Survekshan 2016, PCMC ranked 9th in country and 1st in Maharashtra. Next target should be ranked in first 5 and maintain state pole position

6. Water supply

a. Speedy execution to lift water from Bhama Askhed or Andra dam and set up WTP plant at Chikhali/Moshi area
b. 24X7 water supply throughout city. Execution by considering total area survey, leakage removal, replacing old pipes with recommended durable ones.
c. Separate water meter for individual houses in societies for effective utilization & saving.

7. Electricity:

a. 100% underground cabling.
b. SKADA system for faster failure detection and maintenance
c. Corporation building should be equipped with solar panels, Reward Policy for Solar system and sailing units to grid. Solar panel to every bus stop so commuter can get mobile charging point, WiFi facility
d. 100% replacement of streetlights with LED

C. Good Governance & IT

1. ERP Software / Data Analysis:
a. Use of Integrated ERP software to link every department for effective use of corporation resources, manpower
b. Benefits of ERP: Ready availability of information, faster decision making, MIS reports, Gap findings, Control on spending, Budget compliance
c. Big Data: Use of advance data analysis technology to store, manipulate various corporation related data to identify patterns & trends.

2. Citizen Dashboard:

a. Citizens can get all online services, notifications, newsletters, notifications under single dashboard
b. Dashboard should be accessed through OTP and citizens can complaints history, Right to Service, Right to Information
c. Scope for suggestions, crowdsourcing, participatory budgeting

3. SARATHI Helpline:

a. SARATHI system needs overall improvement in areas like FAQs updation, Add new dept info, strengthen and delegate powers to Vigilance team
b. Current SARATHI is 2 dimensional system - it should upgraded to 4 dimensional system by adding 3rd Citizen suggestion/feedback 4th Right to service
c. We already proposed SARATHI 2.0, please read here [ANNEXURE C1]

4. Digital City:

a. Digging charges need to be revised so telecom companies can lay down OFC and WiFi hotspot facilities across city.
b. Chinchwad station should get RailWire-Google hotspot facility like Pune. Also PCMC can partner with Railway to use high speed fiber optics network

5. E Procurement:

a. Use of GeM portal for procurement of goods and services https://gem.gov.in/ PCMC should end standalone flawed tendering system to effectively utilize funds.

6. Cashless PCMC:

a. Citizens should be able to pay taxes, fees, dues through all payment options (Netbanking,Credit/Debit card, e-wallet, mobile app)
b. PCMC should also adopt 100% cashless methods of payment to Contractors, employees etc.
c. Direct money transfer to beneficiary wherever possible (eg. sewing machine to women or Bachat Gat)

7. Smart Leadership

a. Certified course for corporator, must be affiliated to IIM, IIT, it will help to build career prospects if corporators want to pursue job in private sector
b. New official email id on pcmcindia.gov.in domain as per newly formed prabhag. PCMC should share important notifications through email instead of printing on paper. Corporator contact page should display facebook, twitter account

8. Corporator Report Card Proactive disclosure of performance report of elected representatives on website. Report to be published every 6 month covering the points mentioned below -
a. General Body Meeting Attendance.
b. Standing Committee attendance (*if applicable)
c. Number of questions Questions asked, brief summary.
d. Complaints raised on grievance system, brief summary
e. Corporator budget allocated vs sanctioned vs spent
f. Workshop, study tour, certificate score or status (*if applicable)

9. G2G Coordination

a. PCMC should set up coordination cell by delegating necessary powers, responsibilities to tackle G2G (Government to Government) issues. For eg. coordination with PMC & PMRDA for common planning like BRT, Roads
b. Coordination and regular meetings with local govt bodies located in PCMC boundary. For eg. City Police, BSNL, Mahavitaran, District office

10. CSR Policy

a. Appointment of full time consultant or team which can help PCMC to prepare policy, fetch maximum funds from corporators and review effective utilization

D. Heritage & Culture

1. Illegal hoarding & posters

a. Strict vigilance from PCMC and City presidents of Political parties.
b. Door to Door collection vehicles if equipped with CCTV camera so that PCMC can keep eye on such illegal activities. Same footage can be used as proof when filing FIR at police stations
c. Make available Ward Wise sufficient advertise boards, digital boards to promote legal adv. Mark all legal boards with reflective tags.

2. Pimpri Chinchwad Darshan

a. PMPML bus service to connect city’s prominent places to promote tourism

3. Heritage/Street/Nature Walk

a. Mark heritage spots and provide necessary infrastructure amenities. It will give boost to Heritage walk initiative. For eg. Morya Gosavi, Chapekar wada, Bhosari
b. Street walk to promote local art, kids play
c. Mark biodiversity spots across city. Nature walk to promote awareness about river, native tree, biodiversity

4. Auditorium

a. Fast track completion of Morwadi and Nigdi Pradhikaran auditorium.
b. Three is urgent need of art gallery to promote local talent. Vacant quarry opposite to Bird Valley or recently acquired HA ground is ideal place for city cultural center

5. Sports Culture

a. Form a committee of sportsmen from the city to address sports facilities, policy related issues

E. Traffic and Transportation

1. Metro phase 1 from Nigdi
a. Starting metro from phase 1 will be beneficial for city, if it is not done in phase 1,then the

PCMC citizens will have to wait for 10 years to get metro service. This is injustice to city.

2. Multimodal Transport Hub at Nigdi

a. Nigdi is strategically located at crucial transport junction where all these modes are linked -
BRT routes, ST, PMPML, Old highway, Spine road, Proposed Metro & Tram. Planning Multimodal transport hub here makes sense so that citizens can get all services like city bus,state bus, metro, private bus, rickshaw at one place and it will also help to decongest traffic jams.

3. Public Transport (PMPML)

a. Convenient: Increase no of buses, AC buses
b. Cost effective: Fare should be based on Rs. 1/- per km basis
c. Smart Transport: Mobile App for Route info, Grievance Redressal. Electronic display boards atevery bus stop, E-Payment
d. Transparency on proposed Nigdi-Dapodi BRT. Citizen opinions be asked.

4. Road Projects

a. Follow up for fast track completion of Bangalore bypass road widening
b. Speedy execution of Harris bridge extension, follow up with PMC to find solution for Khadaki bottleneck and Dapodi-Wakadewadi BRT route
c. Completion and starting of BRT service on Kiwale-Nigdi BRT route
d. Pending projects: Pimpri Dairy flyover, Nashik phata link bridges, Road parallel to Akurdi - Chinchwad station
e. Foot Over bridge at main junctions: Bhakti Shakti chowk, Akurdi Khandoba Mal, Chinchwad, Pimpri, Nashik Phata, Jagtap dairy. Provision for lift & escalator

5. Railway Transport 

a. City of 22+ lakh population deserves to get its own terminal. Chinchwad is the ideal place for terminal where all long journey trains can stop
b. Additional 3rd line: PCMC should allocate budget for 3rd line as it will help to increase trips of local trains which will directly help to decongest traffic on road.
c. Please read detail suggestions given to railway minister shri suresh prabhu for railway budget

6. Rickshaw & RTO

a. PCMC should intervene to stop age old wrong practices prevalent rickshaw transport like no meter, no uniform, unauthorized, six seater
b. E Rickshaw: Promotion of E Rickshaw as new mode of transport for short distance travel. Encourage environment friendly travel. Make available charging points at all rickshaw stand and petrol, cng pump. Current license holder rickshaw owner should get preference, PCMC can give subsidy to women driver
c. RTO: Upgrade MH14 website. Regularise and standardise all transport options coming under RTO (Rickshaw, share rickshaw, e rickshaw, private cab)

F. City Structure

1. SMART City Mission & AMRUT

a. Make proposal taking suggestions from citizen consultation, crowdsourcing
b. Formation of team of qualified and experienced officers
c. Dedicated webpage to enlist progress & activities of both mission

2. Illegal hawkers

a. Speedy execution of recommendation given by city hawker committee so demarcation, issuing licenses such decision can be taken quickly.

3. City Business Convention & Exhibition center

a. Design/plan exhibition center at Moshi to promote business convention & big exhibition events in city. This will give PCMC new identity on international business arena
b. Govt offices cluster: Important state/govt offices need to relocate at Moshi or newly acquired HA ground at Pimpri

4. Development Plan

a. Vacant/reserved plots need to protected from encroachments. Also they should be used for the purpose mentioned in DP and approved by GB/standing. Eg. vacant plot for mayor bunglow is being misused for private events
b. 100% compliance to state approved Tathawade DP

5. Public Toilets

a. Need to construct utilities like Public Toilets at every busy junction. Focus should be on maintenance and cleanliness, there should be separate budget provision for same
b. Increase number of toilets according to population, commuter traffic. Google map integration for tracking public toilets across the city with their exact location, category signage for gents/ladies/differently abled & complaint (SARATHI) number

6. Parking:

a. Reserve places for commercial parking (eg. Akurdi Railway station) also compulsory parking lots to be developed along BRT, Metro, Railway routes and traffic junctions.
b. Real Time parking information should be made available through mobile App, Google integration will be beneficial

7. Pedestrian, Cyclist safety:

a. Change in mindset to understand that pedestrian and cyclist have equal rights on roads.Development of Cycle friendly zones, routes along BRT
b. Rating of road safety & development should be based on how cyclists, pedestrians will feelsafe to use road. Involve expert team to audit, survey safety norms

8. Road development & maintenance:

a. Service Duct: Mandatory for all main and feeder roads stretch. Should accommodate OFC, TV cable, electrical cable, gas pipeline
b. Road development & maintenance: Strict adherence to Indian road congress standards. Pedestrian pathway as per same guidelines

9. Merger of villages:

a. These villages should merge into PCMC provided local villagers give their consent. Hinjawadi, Man, Marunje, Gahunje, Dehu, Alandi, Chakan
b. If included in city, it will help administration for comprehensive urban planning also local villager's standard of living will get better

10. PCNTDA:

a. Once PCNTDA completes current development, it should merge into PCMC or PMRDA for better urban planning & fast development.
b. Long time PCNTDA residents are demanding to convert leased land into freehold,

Follow up with state govt to fulfill demand asap.

2. Waste Technology Park:

a. Cluster of water treatment companies similar to IT or BT park
b. Allotment of land and facilities to companies who specifically work on waste management which will help to get rid of city’s garbage problem. Eg. Plastic granules, composting, electricity generation, plastic material for street

3. River Beautification & Rejuvenation:

a. Urgent need to provide electricity backup for all STP with SKADA system it will help to monitor generated sewage against treated / reused / discharge
b. Provision of drainage system for Sewage water since nalas are meant for carrying stormwater during rainy season only
c. Allocation of funds (rejuvenation) in PCMC budget for all 3 rivers (Pavana, Indrayani, Mula). Proposal to seek funds from world bank for river cleaning project, similar to JICA a Japanese firm provided soft loan to PMC for Mula Mutha river cleaning
d. Pavana Riverfront development for promotion of ecotourism

4. Green PCMC:

a. 100% compliance with native plantation at roadside, garden, empty plots. 100% utilization of funds received under Smart City/AMRUT by allocation to gardens, plantations
b. Make available compost, native plants at concessional rates at all nurseries to citizens
c. Strict policy for prevention of tree cutting. Local citizen or expert consultation is must.
d. Environment Vision for next 30 years. The plans should be finalised in consultation with citizens and through crowdsourcing.
e. Action plan to increase and maintain city’s green cover to minimum 33%.

5. Swachh Bharat Mission (SBM):

a. 100% compliance with Swachh Bharat Mission guidelines
b. Swachh Survekshan 2016, PCMC ranked 9th in country and 1st in Maharashtra. Next target should be ranked in first 5 and maintain state pole position

6. Water supply

a. Speedy execution to lift water from Bhama Askhed or Andra dam and set up WTP plant at Chikhali/Moshi area
b. 24X7 water supply throughout city. Execution by considering total area survey, leakage removal, replacing old pipes with recommended durable ones.
c. Separate water meter for individual houses in societies for effective utilization & saving.

7. Electricity:

a. 100% underground cabling.
b. SKADA system for faster failure detection and maintenance
c. Corporation building should be equipped with solar panels, Reward Policy for Solar system and sailing units to grid. Solar panel to every bus stop so commuter can get mobile charging point, WiFi facility
d. 100% replacement of streetlights with LED

C. Good Governance & IT

1. ERP Software / Data Analysis:
a. Use of Integrated ERP software to link every department for effective use of corporation resources, manpower
b. Benefits of ERP: Ready availability of information, faster decision making, MIS reports, Gap findings, Control on spending, Budget compliance
c. Big Data: Use of advance data analysis technology to store, manipulate various corporation related data to identify patterns & trends.

2. Citizen Dashboard:

a. Citizens can get all online services, notifications, newsletters, notifications under single dashboard
b. Dashboard should be accessed through OTP and citizens can complaints history, Right to Service, Right to Information
c. Scope for suggestions, crowdsourcing, participatory budgeting

3. SARATHI Helpline:

a. SARATHI system needs overall improvement in areas like FAQs updation, Add new dept info, strengthen and delegate powers to Vigilance team
b. Current SARATHI is 2 dimensional system - it should upgraded to 4 dimensional system by adding 3rd Citizen suggestion/feedback 4th Right to service

4. Digital City:

a. Digging charges need to be revised so telecom companies can lay down OFC and WiFi hotspot facilities across city.
b. Chinchwad station should get RailWire-Google hotspot facility like Pune. Also PCMC can partner with Railway to use high speed fiber optics network

5. E Procurement:

a. Use of GeM portal for procurement of goods and services https://gem.gov.in/ PCMC should end standalone flawed tendering system to effectively utilize funds.

6. Cashless PCMC:

a. Citizens should be able to pay taxes, fees, dues through all payment options (Netbanking,Credit/Debit card, e-wallet, mobile app)
b. PCMC should also adopt 100% cashless methods of payment to Contractors, employees etc.
c. Direct money transfer to beneficiary wherever possible (eg. sewing machine to women or Bachat Gat)

7. Smart Leadership

a. Certified course for corporator, must be affiliated to IIM, IIT, it will help to build career prospects if corporators want to pursue job in private sector
b. New official email id on pcmcindia.gov.in domain as per newly formed prabhag. PCMC should share important notifications through email instead of printing on paper. Corporator contact page should display facebook, twitter account

8. Corporator Report Card Proactive disclosure of performance report of elected representatives on website. Report to be published every 6 month covering the points mentioned below -
a. General Body Meeting Attendance.
b. Standing Committee attendance (*if applicable)
c. Number of questions Questions asked, brief summary.
d. Complaints raised on grievance system, brief summary
e. Corporator budget allocated vs sanctioned vs spent
f. Workshop, study tour, certificate score or status (*if applicable)

9. G2G Coordination

a. PCMC should set up coordination cell by delegating necessary powers, responsibilities to tackle G2G (Government to Government) issues. For eg. coordination with PMC & PMRDA for common planning like BRT, Roads
b. Coordination and regular meetings with local govt bodies located in PCMC boundary. For eg. City Police, BSNL, Mahavitaran, District office

10. CSR Policy

a. Appointment of full time consultant or team which can help PCMC to prepare policy, fetch maximum funds from corporators and review effective utilization

D. Heritage & Culture

1. Illegal hoarding & posters

a. Strict vigilance from PCMC and City presidents of Political parties.
b. Door to Door collection vehicles if equipped with CCTV camera so that PCMC can keep eye on such illegal activities. Same footage can be used as proof when filing FIR at police stations
c. Make available Ward Wise sufficient advertise boards, digital boards to promote legal adv. Mark all legal boards with reflective tags.

2. Pimpri Chinchwad Darshan

a. PMPML bus service to connect city’s prominent places to promote tourism

3. Heritage/Street/Nature Walk

a. Mark heritage spots and provide necessary infrastructure amenities. It will give boost to Heritage walk initiative. For eg. Morya Gosavi, Chapekar wada, Bhosari
b. Street walk to promote local art, kids play
c. Mark biodiversity spots across city. Nature walk to promote awareness about river, native tree, biodiversity

4. Auditorium

a. Fast track completion of Morwadi and Nigdi Pradhikaran auditorium.
b. Three is urgent need of art gallery to promote local talent. Vacant quarry opposite to Bird Valley or recently acquired HA ground is ideal place for city cultural center

5. Sports Culture

a. Form a committee of sportsmen from the city to address sports facilities, policy related issues

E. Traffic and Transportation

1. Metro phase 1 from Nigdi
a. Starting metro from phase 1 will be beneficial for city, if it is not done in phase 1,then the

PCMC citizens will have to wait for 10 years to get metro service. This is injustice to city.

2. Multimodal Transport Hub at Nigdi

a. Nigdi is strategically located at crucial transport junction where all these modes are linked -
BRT routes, ST, PMPML, Old highway, Spine road, Proposed Metro & Tram. Planning Multimodal transport hub here makes sense so that citizens can get all services like city bus,state bus, metro, private bus, rickshaw at one place and it will also help to decongest traffic jams.

3. Public Transport (PMPML)

a. Convenient: Increase no of buses, AC buses
b. Cost effective: Fare should be based on Rs. 1/- per km basis
c. Smart Transport: Mobile App for Route info, Grievance Redressal. Electronic display boards atevery bus stop, E-Payment
d. Transparency on proposed Nigdi-Dapodi BRT. Citizen opinions be asked.

4. Road Projects

a. Follow up for fast track completion of Bangalore bypass road widening
b. Speedy execution of Harris bridge extension, follow up with PMC to find solution for Khadaki bottleneck and Dapodi-Wakadewadi BRT route
c. Completion and starting of BRT service on Kiwale-Nigdi BRT route
d. Pending projects: Pimpri Dairy flyover, Nashik phata link bridges, Road parallel to Akurdi - Chinchwad station
e. Foot Over bridge at main junctions: Bhakti Shakti chowk, Akurdi Khandoba Mal, Chinchwad, Pimpri, Nashik Phata, Jagtap dairy. Provision for lift & escalator

5. Railway Transport 

a. City of 22+ lakh population deserves to get its own terminal. Chinchwad is the ideal place for terminal where all long journey trains can stop
b. Additional 3rd line: PCMC should allocate budget for 3rd line as it will help to increase trips of local trains which will directly help to decongest traffic on road.

6. Rickshaw & RTO

a. PCMC should intervene to stop age old wrong practices prevalent rickshaw transport like no meter, no uniform, unauthorized, six seater
b. E Rickshaw: Promotion of E Rickshaw as new mode of transport for short distance travel. Encourage environment friendly travel. Make available charging points at all rickshaw stand and petrol, cng pump. Current license holder rickshaw owner should get preference, PCMC can give subsidy to women driver
c. RTO: Upgrade MH14 website. Regularise and standardise all transport options coming under RTO (Rickshaw, share rickshaw, e rickshaw, private cab)

F. City Structure

1. SMART City Mission & AMRUT

a. Make proposal taking suggestions from citizen consultation, crowdsourcing
b. Formation of team of qualified and experienced officers
c. Dedicated webpage to enlist progress & activities of both mission

2. Illegal hawkers

a. Speedy execution of recommendation given by city hawker committee so demarcation, issuing licenses such decision can be taken quickly.

3. City Business Convention & Exhibition center

a. Design/plan exhibition center at Moshi to promote business convention & big exhibition events in city. This will give PCMC new identity on international business arena
b. Govt offices cluster: Important state/govt offices need to relocate at Moshi or newly acquired HA ground at Pimpri

4. Development Plan

a. Vacant/reserved plots need to protected from encroachments. Also they should be used for the purpose mentioned in DP and approved by GB/standing. Eg. vacant plot for mayor bunglow is being misused for private events
b. 100% compliance to state approved Tathawade DP

5. Public Toilets

a. Need to construct utilities like Public Toilets at every busy junction. Focus should be on maintenance and cleanliness, there should be separate budget provision for same
b. Increase number of toilets according to population, commuter traffic. Google map integration for tracking public toilets across the city with their exact location, category signage for gents/ladies/differently abled & complaint (SARATHI) number

6. Parking:

a. Reserve places for commercial parking (eg. Akurdi Railway station) also compulsory parking lots to be developed along BRT, Metro, Railway routes and traffic junctions.
b. Real Time parking information should be made available through mobile App, Google integration will be beneficial

7. Pedestrian, Cyclist safety:

a. Change in mindset to understand that pedestrian and cyclist have equal rights on roads.Development of Cycle friendly zones, routes along BRT
b. Rating of road safety & development should be based on how cyclists, pedestrians will feelsafe to use road. Involve expert team to audit, survey safety norms

8. Road development & maintenance:

a. Service Duct: Mandatory for all main and feeder roads stretch. Should accommodate OFC, TV cable, electrical cable, gas pipeline
b. Road development & maintenance: Strict adherence to Indian road congress standards. Pedestrian pathway as per same guidelines

9. Merger of villages:

a. These villages should merge into PCMC provided local villagers give their consent. Hinjawadi, Man, Marunje, Gahunje, Dehu, Alandi, Chakan
b. If included in city, it will help administration for comprehensive urban planning also local villager's standard of living will get better

10. PCNTDA:

a. Once PCNTDA completes current development, it should merge into PCMC or PMRDA for better urban planning & fast development.
b. Long time PCNTDA residents are demanding to convert leased land into freehold,

Follow up with state govt to fulfill demand asap.
