As concerned residents of Brampton, we are raising urgent concerns regarding the approval of large-scale daycare operations (“mega-daycares”) within single-family residential homes.
These approvals represent a clear over-intensification of land use that is incompatible with the intent of residential zoning. Homes designed for single-family occupancy are being repurposed to accommodate upwards of 60 children plus staff—levels of activity that far exceed what these properties and neighbourhoods were ever designed to support.
The City of Brampton has already recognized the risks of over-intensification through its response to overcrowded student rentals. Approving daycare operations at this scale not only repeats these issues, but significantly amplifies them—introducing constant daily turnover of children, parents, and staff, resulting in sustained high-volume activity throughout the day.

Why We Are Asking for Your Support
We support access to childcare in Brampton. However, recent Committee of Adjustment (COA) decisions have approved very large daycare operations within single residential homes, raising serious concerns for residents.
These are not small, home-based childcare setups. The scale and intensity of these operations are not appropriate for established residential neighbourhoods.
Key Concerns
Over-Intensification of Residential Homes
These approvals introduce a level of use that exceeds what is reasonably expected or permitted within low-density residential zoning.
Safety & Suitability
Typical residential homes—many of which are older and not designed for institutional use—are not equipped to safely accommodate 60 children and staff. This raises serious concerns related to fire safety, emergency egress, and building capacity.
Traffic & Congestion
Daily drop-off and pick-up cycles create a continuous influx of vehicles that far exceeds normal residential patterns, increasing accident risk and compromising pedestrian safety.
Parking Shortages
Most of these properties lack sufficient on-site parking. Overflow parking places strain on surrounding streets and creates ongoing conflict among residents.
Emergency Access & Neighbourhood Safety
Congested streets and excessive on-street parking can obstruct emergency vehicles, delaying response times in critical situations.
