The Issue

Hillsborough County Board of County Commissioners:
The Wimauma Village Plan was established with the goal of protecting Wimauma’s natural environment while fostering economic growth and creating a safer, healthier community. However, recent events, including the devastating impacts of Tropical Storm Debby in 2024, have revealed that ongoing and approved developments are contributing to increased flooding, road damage, and other issues that threaten the safety and well-being of current residents.
Of particular concern is the risk now posed to neighborhoods previously designated as FEMA Flood Zone 'X'. These areas, once considered low-risk for flooding, are now increasingly vulnerable due to the cumulative effects of ongoing development. The changes in land use and drainage patterns are exacerbating flooding risks in areas that were not initially designed to handle such water volumes.
Given these impacts, we, the undersigned, request an immediate pause on all ongoing and active development projects, as well as those currently in the approval process. This pause is essential to allow for a comprehensive study that addresses infrastructure, hydrology, and transit across the entire area, rather than continuing the piecemeal, development-by-development approach.

We urge the county to conduct a detailed study of all existing infrastructure and hydrological systems, taking into account the cumulative impacts of recent developments. This study should include:

- Assessment of road networks and their ability to withstand increased traffic and storm impacts.
- Evaluation of current stormwater management systems to ensure they are equipped for future storms of increasing frequency and intensity, as seen since Hurricane Irma in 2017.

Considering the proximity of Lake Parrish and its role in the hydrology of the Little Manatee River, it is vital to collaborate with Manatee County and Florida Power & Light (FPL) to:
- Clarify and define the protocols for dam releases from Lake Parrish.
- Assess the downstream impacts of these releases on Wimauma and surrounding areas.
- Educate the community on the risks and mitigation measures associated with dam releases.
Southwest Florida Water Management District (SWFWMD) Involvement
SWFWMD should be actively involved in ensuring that all new infrastructure is designed to handle the increasing storm severity. The district’s expertise is crucial in guiding development that is sustainable and resilient against future storms.
Holistic Approach to Development
The study should be holistic, considering the entire Wimauma area and adjacent regions. It should not be limited to individual or isolated developments but should assess the collective impact on the environment, infrastructure, and local communities.
