As an 18-year mortgage professional, I’ve seen market shifts—but today’s housing crisis is uniquely paralyzing. Millions of homeowners are “rate-locked,” holding ultra-low mortgage rates from prior years. Even when life demands a move, many can’t afford to trade in a 3% mortgage for a 7% one.
This gridlock has frozen inventory, sidelined buyers, and pushed affordability further out of reach. The ripple effects touch every corner of the housing economy.

The PATH Act (Portability and Affordability Through Homeownership) proposes a straightforward, market-driven solution:
Allow qualified homeowners to transfer the terms of their existing mortgage to a new property—not the loan itself, but a new loan with the same interest rate and remaining term, underwritten to current standards.
Borrowers would still need to qualify. This isn’t a loophole—it’s a modernized option that builds on systems already in place.
