My name is Lea Harmon, and I am the mother of Timothy Truman Harmon Jr., lovingly known as "Tim-Tim."

I never imagined I would be writing a petition like this.

On April 14, 2024, my son was found deceased in a yard in Woodland, Alabama. According to reports, he had been lying there on the ground for multiple days. During that time, several individuals saw him and walked away without calling 911 or seeking help.

One person finally stood up and said:

"This is not right. He is someone's son, possibly a father."

By then, it was too late.

Because Alabama does not have a law requiring individuals to report a person who appears deceased or in serious medical distress, there was no legal obligation for those who saw my son to contact emergency services. As a result, several individuals who failed to act cannot be held accountable.

The consequences for our family have been heartbreaking.

My son's body was too decomposed for a proper viewing. His three children were denied the opportunity to see their father one last time. Our family was denied the dignity of a final goodbye.

No family should ever have to endure that pain.

That is why our family is fighting for Tim-Tim's Law.

What is Tim-Tim's Law?
Tim-Tim's Law would require any person who discovers someone who appears deceased or in medical distress to immediately notify law enforcement, emergency medical services, or 911.

This law is not about punishment alone.

It is about:

The possibility of saving a life
Ensuring dignity in death
Creating accountability
Preventing unnecessary trauma for families
Making sure no person is ignored when help may be needed
A simple phone call can save a life.

A simple phone call can provide answers to a family.

A simple phone call can ensure that someone is treated with dignity and respect.

Why This Matters
No family should ever be told that their loved one was seen and ignored.

No child should lose the chance to say goodbye to a parent because someone chose not to make a phone call.

No person should ever be left behind.

Since April 2024, our family has been working with Senator Randy Price to advance Tim-Tim's Law in Alabama. Our goal is not only to pass this legislation in Alabama but also to inspire similar laws in every state that lacks mandatory reporting requirements.

This is not just an Alabama issue.

This is a human issue.
