Pass Tim-Tim’s Law Alabama: Require 911 Call If Someone Is Found Deceased or in Distress

The Issue

After Timothy “Tim-Tim” Harmon was left lying in a yard for days while multiple people walked away, his family is fighting to change Alabama Reporting Law, so no family ever experiences this again.   Petition Summary Tim-Tim’s Law would require that anyone who discovers a person who appears to be deceased or in distress must immediately call 911, law enforcement, or emergency services. The law would also establish criminal penalties for individuals who knowingly fail to report such situations. My name is Lea Harmon, and I am the mother of Timothy Truman Harmon Jr., lovingly known as “Tim-Tim.” Timothy was born on January 30, 1990. He was more than a headline, more than a statistic, and far more than the struggles he faced in life. He was a father, a son, a brother, an uncle, and a friend who was deeply loved by his family and those who truly knew him. He was the proud father of three beautiful children who meant everything to him. Tim-Tim was also a loving son, a brother, and a fun-loving uncle whose smile and laughter could light up a room. He was very protective of those he loved. He loved being outdoors and especially loved the water—whether fishing, boating, swimming, or simply sitting by a lake or river. Being near the water brought him peace. On April 14, 2024, my son Timothy was found deceased in a yard in Woodland, Alabama. Investigators later told our family he had been lying there for several days. During that time, multiple individuals reported they saw him lying on the ground and walked away. Not one person called 911. When we asked why nothing could be done, we were told that Alabama is not a mandatory reporting state in this situation. Because of this gap in the law, no charges could be filed against multiple people who failed to notify authorities. As a result of being left exposed for days, Timothy’s body was too decomposed for a proper viewing. His children and family were denied the chance to see him one last time and say goodbye. Our family could not have a beautiful service. No law can change what happened to my son. But it can prevent another family from living with the devastating reality of knowing people saw their loved one and did nothing. Tim-Tim’s Law was created to close this gap in Alabama Reporting Law. It would require immediate reporting when someone who appears to be deceased or in distress is discovered and would establish criminal penalties for knowingly failing to report. This law is about dignity, accountability, and compassion. No one should ever be left lying alone and unreported. Please stand with our family and help bring Tim-Tim’s Law to Alabama so that no other family has to endure this heartbreak.
