Voters Voice Amendment (VVA) to the U​.​S. Constitution

The Issue

Voters want legislation that the majority of the electorate supports, but our politics don’t reflect that. 

The Voters Voice Amendment (VVA) at VVA.US would allow people to define an initiative, gather signatures to get it on the ballot and vote on it. If more than 50% of the people vote for the initiative, it becomes law – without the involvement of Congress. It enables us to help Congress by enacting changes that they can’t or won’t make.   VVA Petition on Change.Org

Two major changes have occurred in politics over the last 200 years.  Each of us has become a smaller piece of the pie, and businesses have grown-in-size and with it -- power expressed via lobbyists and donations. 

When the country was founded, a representative had about 33,000 constituents for the 4M citizens; today that number is more than 700,000 for the 330M of us.   Who is the politician going to listen to? The money.

The equalizer is the VVA -- we get to vote and big business doesn’t.  With the VVA we can directly vote on initiatives.   Special interests cannot buy off 186 Million registered voters -- and if they try they have to report it.

With the Votes Voice Amendment (VVA), legislation supported by a majority of Americans can be passed into law as a direct expression of the organizing principle of the U.S. Constitution, “We the People.”

The time for this change is now. There are several sample Federal Ballot Initiatives on the VVA.US website that you can vote for or against.   Such as an age upper limit to become President of the United States,  term limits for Supreme Court judges, and more.  You can go to VVA.US and “vote”  “yes” or “no” on each to get a feel for the ballot initiative idea if you are not from a State that allows them -- or vote anyway if you know what they are.

We need to “…  petition the Government for a redress of grievances." as guaranteed in the 1st Amendment in the Bill of Rights -- with a 21st Century solution – the VVA.

The size and role of the federal government has changed since our founding. The massive increase in funds needed to run for office -- in only the last few decades -- demonstrates the political stakes -- and has forced politicians to make deals for campaign funds – or worse.

We can help restore balance by giving voters the power to take legislative matters into their own hands through use of the initiative process. Today, this process is available in 26 states. It’s time to make it a federal option.  We can address what Congress doesn’t want to – or cannot.

The technology is in place to make direct democracy a reality.   

We no longer need to be in the same room, to hear and speak to each other, while having someone write down notes with a quill pen. We can communicate with one another on a mass scale. The ability to share and discuss an initiative across millions of voters is entirely doable.

Summary of the VVA Articles at www.VVA.US:

1. Define the initiative and submit to begin the process.

2. Collect the required number of voter signatures in at least 50 percent of the states.

3. The initiative is placed on the ballot in all states at the same time.

4. A “Yes” vote is a vote for the initiative.

5. With a simple majority vote, the initiative becomes law.

6. The law becomes effective 120 days after passage.

7. VVA laws take precedent over previous initiatives and the laws passed by legislative bodies.

8. The government will fund and execute the initiative and implement the law in good faith.

9. No dark money; spending above set limits, whether pro or con, for the initiative will be reported.

10. Foreign funds or resources to be used to influence the passage of the initiative are prohibited.

11. Initiatives that became law can be overturned, although the bar is high.
