Pass the Sinick Family Protection & Accountability Act: Protect Domestic Violence Survivor
The Issue
Too many protective parents in Pennsylvania are being failed by the very systems meant to protect them.
Abusers are manipulating custody and court loopholes to harass, stalk, and abduct children — and police continue to say “it’s a civil matter.” Protective mothers are being arrested while their abusers walk free. Protection From Abuse (PFA) orders go ignored. Emergency custody orders go unenforced. DHS, ChildLine, and the police are misused to target victims — and the trauma continues.
We are demanding the Pennsylvania General Assembly introduce and pass the Sinick Family Protection & Accountability Act, a survivor-led legislative proposal written to close these dangerous gaps and put children’s safety first.
What the Act Would Do:
End the “civil matter” excuse: Police will be required to intervene when children are not returned after visitation.
Make custody exchanges safe: Police presence, signed handoff logs, and red flag protections would become standard.
Track courtroom abuse: Abusers who scream, threaten, or degrade their ex in court will have it documented and considered in custody.
Protect against false reports: Abusers who weaponize DHS or fake wellness checks will be flagged and penalized.
Ensure statewide accountability: Counties will have a uniform system for PFA enforcement, digital filings, and cross-county protection.
This Act was inspired by the ongoing case of Kayden Sinick, a toddler who was kidnapped during an open protection case and held for months while courts and police failed to act — despite multiple orders and violations.
We, the people, say enough is enough.
