The Issue

Protect Pets and Families from Preventable Suffering

Max trusted us. We trusted the vets. The system failed him.

Max Perez was family. A Maltese Poodle who gave us unconditional love. We did everything right. Every appointment. Every instruction. Gave Max what seemed like an endless amount of medication . Every bill paid without question.

Five different veterinarians treated Max. All of them knew he was nearing the end of his life. None of them told us. Instead, they kept ordering test after test after test — tests that wouldn’t save him, tests that wouldn’t change the outcome, tests that only emptied our pockets while Max slipped away.

We weren’t given the truth. We were given invoices.

On April 8th 2026…….. Max still died.

Right now, no law requires veterinarians to warn families when a pet is in serious decline or to stop billing for tests that won’t change the outcome. We’re changing that. And we need your signature to do it.

The problem:

there are no laws requiring veterinarians to Clearly disclose when a pet’s condition is terminal or worsening

 • Stop ordering tests that won’t change the outcome of care
 • Adjust treatment when a pet declines instead of prolonging billable procedures
 • Explain medication risks and dangerous combinations
 • Provide transparent, unified billing
 • Protect owners financially when standards of care are violated

We trusted the system. The system profited from our hope.

The solution: the Max Perez Animal Care Protection Act

This law would require honest diagnosis disclosure — including end-of-life conversations — mandate treatment reevaluation when conditions worsen, prohibit unnecessary testing on declining patients, protect pets from dangerous medication combinations, ensure clear billing with real-time cost transparency, and guarantee refunds when standards of care are violated.

For the first time, accountability would come before harm — not just after.

This is bigger than Max. It’s about every family who trusted the system, did everything right, and still didn’t have the information they needed to make the most important decision of their pet’s life.

No animal should suffer through useless tests in their final days. No family should be billed into the ground while being kept in the dark. No system should profit from silence.
