This month, Ryder’s Law, a bill to ban horse-drawn carriages from New York City streets, was quietly killed in committee without ever getting a full public hearing. Council members on the Health Committee blocked the legislation, despite reports that over 75% of New Yorkers support a ban. One council member even tried to call for a public hearing, but his motion was denied.
