Pass Rules to Protect Louisvillians from Hyper-Scale Data Centers

The Issue

The development of large, power-hungry data centers around the country have led to higher electric bills, disruptions in local water supplies, and noise and light pollution.  Louisville currently has no regulations for such facilities.   As a result, a single hyperscale data center currently being developed on Camp Ground Road in Southwest Louisville ultimately could take 80% of the generating capacity of LG&E's Cane Run Road generating plant.   LG&E has received approval to build a new generating plant to make up for the lost capacity.

We the undersigned call on the Louisville Metro Council and Louisville Mayor Craig Greenberg to enact and sign into law meaningful rules to: 

  1. Protect residents from increases in electric, water and sewer bills from data center development.
  2. Regulate disruptive noise from data center cooling systems. 
  3. Protect against disruptions to electric service or water supply caused by data centers. 
  4. Regulate air pollution from diesel-powered backup generators
  5. Regulate night-time light pollution.  
  6. Reject data-center exemptions from local property taxes. 
  7. Ensure adequate setbacks and landscaping to prevent eyesores. 
  8. And, until such protections are in place, enact a moratorium on data-center construction.
