The Issue

Every minute matters when someone goes missing—especially when that person is a senior, living with a disability, or unable to safely return home on their own.

In Michigan, we already act quickly when a child is abducted through Amber Alerts. But right now, there is no equivalent public alert system for vulnerable adults. That gap has had devastating consequences.

Earlier this year, Yousif Hassan Naim, a 30-year-old man with autism from Dearborn Heights, went missing. His family and community searched desperately. He was later found dead. Lawmakers and local leaders have made it clear: faster alerts and broader public awareness could save lives.

Michigan has a solution ready. Senate Bill 456 and House Bill 4362 would create a “Silver Alert” system, allowing law enforcement to notify the public immediately when a vulnerable adult goes missing. These alerts would go directly to phones across the state—mobilizing entire communities to help bring people home safely.

Versions of this legislation have already passed both the Michigan Senate and House with broad support. More than two dozen other states already use similar systems. And data shows that when alerts are issued, the majority of missing individuals are found safely.

Yet despite this momentum, the bills remain stalled.

We are calling on Michigan House Government Operations Committee members, Michigan Senate leadership, and Governor Gretchen Whitmer to prioritize and pass the Silver Alert legislation without delay.

Families should not have to rely on chance when a loved one disappears. Communities are ready to help—but they need to know when and where.

Michigan can act now to close this dangerous gap and prevent future tragedies. Pass the Silver Alert legislation and give families the urgent support they deserve.
