Pass Massachusetts Pet-Friendly Housing Laws to Keep Animals Out of Shelters

The Issue

No one should have to choose between keeping their pet and keeping a roof over their head. But across Massachusetts, renters are being forced to surrender beloved animals simply because they cannot find pet-friendly housing.

In the past two and a half years alone, more than 3,000 animals were brought to MSPCA shelters by people who could not secure stable housing that allowed pets. Thousands of rental listings drop to just dozens when a tenant checks "dog-friendly." Some landlords even require breed disclosure or DNA tests, which often rely more on a photo than scientific accuracy.

This situation is overwhelming animal shelters and breaking apart families. It also puts pressure on local governments and rescue groups, who spend time and resources trying to save animals that never should have lost their homes.

That is why we support two bills now before the Massachusetts Legislature that would:

  • Curb breed-based discrimination in public housing and condo associations
  • Limit excessive or arbitrary pet fees
  • Protect seniors and people with disabilities who rely on companion animals
  • Create clear, consistent policies for bringing pets to emergency shelters

These changes will not only keep more animals out of shelters. They will also reduce housing churn, support mental health, and create stronger, more inclusive communities.

We are calling on the Massachusetts Legislature and Governor Maura Healey to pass these bills and make pet-friendly housing a priority in 2026.
