Pass Jesse’s Law: Require Bystanders to Call 911 in Emergencies in Massachusetts

The Issue

On March 24, 2023, my brother Jesse Johansmeyer was run over on a dirt road in Hatfield, Massachusetts and left to die. There were an estimated 10–15 people at the scene. Not one of them called 911 right away. It took over 45 minutes before anyone sought help. By then, it was far too late. Jesse was 19 years old. Massachusetts law does not currently require bystanders to act or call for help in an emergency. This legal gap allowed people to stand by and do nothing without any consequences. That’s why we are calling on the Massachusetts Legislature to pass Jesse’s Law: a simple, powerful law that would require anyone who witnesses a serious medical emergency to call 911 or notify emergency services, unless doing so would put them in danger. We are not asking people to become heroes just to act with humanity. Jesse’s Law would:  • Require individuals to call 911 when witnessing life-threatening emergencies  • Protect good-faith callers from legal liability  • Penalize extreme cases of inaction with modest civil fines  • Align Massachusetts with other states that already have similar laws (Vermont, Minnesota, Rhode Island) My family had to stay silent for two years due to the court case. But we can’t stay silent anymore. Jesse deserved better. No one else should suffer and die while people watch and walk away.
