Any person still living that was convicted of a sex crime involving force, multiple victims, or a child should appear on Michigan’s Public Sex Offender Registry, regardless of when the crime occurred, but that’s not the case.

My mom was only 11 years old when she became the victim of a brutal sexual assault. The man responsible confessed not only to her attack, but to the attacks against two other women and plans for a fourth. (Newspaper article is attached below petition)

Despite this pattern of predatory behavior, he was given early release from prison over 20 years ago and has never been required to appear on Michigan’s public sex offender list. He was convicted in 1981 and is 67 years old today.

This is not just a personal tragedy but a threat to public safety.  

Michigan’s Sex Offenders Registration Act did not require every person with a prior sex crime conviction to register when the law took effect. Individuals convicted before October 1, 1995, who had already completed their sentence and were no longer under criminal justice supervision for that offense, were not required to register. 

As a result, an entire category of offenders previously convicted of violent sex crimes remain outside of public awareness.

Deena’s Law is a citizen-led proposal calling on Michigan lawmakers to introduce legislation that expands public access to information about people with documented convictions for violent sexual offenses who are currently not listed on the public registry.

This proposal is not about creating new reporting requirements. It is about expanding public access to information about people convicted of violent sexual offenses, so families can make informed decisions and communities can be better protected.
