Pass Callie's Law: Recognize Coercive Control in DV Laws, Create a Kansas Abuser Registry
The Issue
To the Kansas Legislature, Governor Laura Kelly, and all concerned Lawmakers:
My name is Callie, a survivor from Kingman, Kansas and I'm starting this petition because i have endured a lifetime of narcissistic and coercive control abuse that has devasted my life and now threatens my daughter's future. From childhood sexual abuse, emotional and verbal abuse by my parents- who has smeared my reputation my entire life to hide their actions-to adult relationships filled with manipulation, isolation, gaslighting, humiliation, and relentless smear campaigns, I've been trapped in cycles where my voice is silenced, and the abuser's narrative always wins. No matter the evidence, it's "whatever the man says," that counts, leaving me denied protection orders, harassed by police welfare checks, and battling unfair custody decisions because there's "no physical proof." This invisible abuse has caused profound physical, mental and psychological harm, including financial ruin and ongoing trauma for my child, yet abusers walk free without accountability.
Coercive control-the pattern of intimidation, monitoring, isolation, and psychological domination without always physical violence- is real abuse, but Kansas laws don't fully recognize it. This gap allows narcissists and abusers to evade justice, weaponize systems like anonymous CPS reports, and continue harming families. We've seen progress in bills like HB 2754 (coerced debt relief in DV) and SB 447 (DV task force), but it's not enough. States like Connecticut have criminalized coercive control, and petitions nationwide call for abuser registries to protect survivors. Kansas must do the same.
I'm calling for "Callie's Law" to
1. Expand Domestic Violence Protections: Explicitly define and include coercive control in DV statutes, protection orders, and family/custody evaluations, ensuring courts weigh psychological harm and manipulation as seriously as physical abuse.
2. Create a conviction based DV Abuser Registry: Modeled after sex offender registries, require convicted abusers (including those guilty of coercive control) to register with monthly check-ins, address updates, and limited public access for safety checks in dating, co-parenting, or custody scenarios. Include safeguards to prevent misuse while holding repeat offenders accountable.
3. Strengthen Victim Rights: Mandate training for police, judges and CPS on coercive control to end victim-blaming, biased dismissals, and anonymous report abuses that fuel smears.
This isn't just my story- it's thousands of Kansas survivors suffering in silence. By passing Callie's Law, we can protect mothers, children and families from invisible destruction, ensure abusers face consequences, and rewrite the narrative: The blame belongs to them, not us.
