Pass a local Dog Tethering Law in the City of Plattsburgh

The Issue

Our efforts to pass a countywide law in Clinton County, New York to regulate dog tethering have so far been unsuccessful. Without a countywide regulation, countless dogs in our community remain vulnerable to being tethered for extended periods, often under unacceptable conditions. As a resident of Clinton County, I am committed to advocating for county to take a stand and establish a local dog tethering law that will ensure the safety and well-being of our beloved pets.

In the City of Plattsburgh, many dogs endure harsh weather conditions, lack proper food and water, and face potential harm due to limited mobility when tethered for too long. According to the American Veterinary Medical Association (AVMA), prolonged tethering can lead to significant behavioral issues, stress, and even physical harm to dogs. Research also suggests that tethered dogs are nearly three times more likely to bite than unrestrained dogs. Thus, not only does prolonged tethering endanger the animal, but it also poses a risk to the community at large.

Neighboring towns have successfully implemented local tethering laws which have seen positive outcomes, showing that legislation can effectively reduce incidents of animal cruelty and improve overall community safety. For instance, Essex County in New York has imposed restrictions on the number of hours a dog can be tethered, ensuring regular interaction and care.

To protect the welfare of dogs in the City of Plattsburgh and to promote a safer environment for our residents, we propose the enactment of a local ordinance that:
- Limits the number of hours a dog can be tethered per day
- Set standards for the types of collars used
- Requires that tethered dogs have access to adequate shelter, food, and water
- Mandates regular checks by an appointed animal welfare officer.

Creating such a law will require the support and voices of our community. It is our responsibility to advocate for those who cannot speak for themselves. Let's come together to ensure that all dogs in the City of Plattsburgh live lives free from neglect and harm.
