Pass a law to protect domesticated animals from dog attacks

The Issue

Smeagol was a 15-year-old cat,  who belonged to my sister and her 2 children aged 2 and 4. Smeagol was not just a pet, but a cherished member the family. He was kind-hearted, charming, was adored by children. Sadly, one Saturday morning changed everything. While peacefully resting in his own front garden, Smeagol was viciously attacked by a dog, a Bouvier des Flandres, that our neighbor was temporarily looking after.  This dog was unleashed in an unfenced,  open built up residential area, where children play.  This horrific incident ended in the tragic loss of Smeagol, who was not only attacked but also left to be eaten by this dog while under the care of someone who failed to control it. This horrifying incident that took place was witnessed by the 4 year child, who has not only lost her friend, but has now become scared of dogs, which could have easily have been prevented if the dog was on a leash. 

Smeagol's story isn't just an isolated tragedy; it reflects a larger issue that many pet owners across the nation face. Each year, numerous domesticated animals fall victim to dog attacks, often resulting in injury or death. In many cases, the owners or caretakers of these aggressive dogs escape any legal repercussions for failing to control their animals.

We believe it is time to act to ensure the safety of beloved pets like Smeagol. We propose the introduction of a new law that holds dog owners accountable for any attacks that result in the injury or death of domesticated animals such as cats. This law would serve as a deterrence, encouraging dog owners to be more vigilant and responsible.

Globally, several countries already have legal provisions in place that hold dog owners accountable for their pets' actions. In the UK alone, there are around 250,000 dog attacks on humans and other animals every year, and a significant number of these involve serious harm to other domestic pets. We must draw from these examples and implement a similar approach.

By passing this law, we can create a safer, more responsible environment where both dog owners and pet owners coexist respectfully and peacefully. This change would ensure that no more innocent creatures fall victim to such preventable tragedies.
